File 4 the Sanitary Engineer monthly update is the one that should draw the most attention. There is good, bad and watch to see what happens. I recommend listening to the audio.
On the good side the tonnage is up to the point that the landfill and the engineer is waiting on a permit that will allow up to five hundred tons a day as opposed to the current 195 ton to limit. Butler County has been bringing two trucks or around 50 tons of sludge to the landfill and increasing the revenue stream. They were recently asked to cut back to one truck not because of the tonnage issue but because of weather and equipment issues handling it. The good news needs to be weighed against the stated fact that November was the first month of 2014 that had tonnage received exceed that of the same month from 2013.
On the bad side is the worry about a water well drilled 260 feet deep into bedrock showing signs of leachate contamination. The hope is that the well is damaged and $22,000 will be spent redrilling it. I am not a sanitary engineer but after listening to this audio you may have questions on what if it is not the casing or seal on the well? It brings up concern about some of the other claims as to safety to ground water in the area. I bring up that issue because the Engineer plans to be back before the Board next year to discuss expansion of the landfill to the west – towards Lakengren and over a known aquifer.
The expansion is wanted as if the landfill daily tonnage goes up the expectation is that the current footprint will be filled in less than 30 years. Also mentioned by the Engineer were conversations with Rumpke. Randy mentioned a few things about Rumpke;
1. His hope they would start using the landfill.
2. The concern it may bring a response from you the public if Rumpke was charged less than you to use the landfill.
3. The expectation they may offer to buy the landfill and last the probability of them turning it to a mega landfill. It did not sound like this was a possibilty that would be pursued but it was mentioned and the public should pay attention.
