File 2 finds County expenses outpacing income by $223,312.
File 4 has a discussion on what if any fees to charge for pools and electric to them. There did not seem to be any real decision and Chad Hoke mentioned a lack of manpower for enforcement.
File 6 is the Landfill update. Tonnage was down over last June. There had been some expectation that it would be up as ten houses had been torn down with the Moving Ohio Forward grant money. There was also mention of a proposed new building at the landfill.
File 8 has Commissioner Denise Robertson reporting on a Stateline Development meeting which I did not attend. Interestingly the Preble County Economic Development Director reportedly referred to the County bankers who recently informed the county on “bonding” as “Quasi Experts”. There have been two meetings with “county bankers” and I will refer to these gentlemen as “true experts” despite the reported “quasi” comment made by the Preble County Economic Director.

I attended both meetings and found both gentleman to have years of experience and undeserving of a “quasi” comment. Furthermore the making of such a comment is a poor reflection on the Preble County Development Partnership that now employs Ms. Combs. There is however reason to question claims made by Ms. Combs. I refer you to the April 22, 2013 meeting of Preble County Commission. You can listen to File 2 and hear Ms. Combs “clarify” comments she made on April 10 where Ms. Combs claimed the Partnership’s “tourism initiative” was responsible for a National Conference to be held at Hueston Woods in November of 2014. Neither the Partnership nor Ms. Combs had anything to do with that convention coming to Preble County. Accountability of claims made by Ms. Combs was also the topic of a post made ironically on April 7, 2013 before these most recent issues occurred.
File 9 had Duane Grimme in unexpectedly to discuss who is responsible for maintaining some of the roads at the Fairground. The Commission broke for lunch and then File 10 had County Engineer Kyle Cross in to explain the same topic from his side.
File 12 had Martin Russell of the Warren County Port Authority to discuss Port Authorities. I posted a video of that meeting already but it appears again for this review. The Preble County Commission signed a cooperative agreement with the Warren County Port Authority as a means of helping economic development locally.

Duane found a map of the county roads at fairgrounds. He has length of roads, width of roads and how much tax the county receives for them. Map from 1976. County received "gas tax" for those roads.

Connie – two sections of the ORC state that the County Engineer "shall maintain" and who is responsible for maintaining roads at fairgrounds.
