File 3 at the August 30, 2010 meeting was Preble County Auditor Mindy Robbins (General Financial Update). As of August 27, 2010 the County had a cash balance of $2,506,863.75. For comparison of the relative financial condition last year, on August 28, 2009 the cash balance was $1,600,155.12.
File 5 Agreements & Contracts has the Landfill Leachate Force Main Engineering agreement with Choice One for the force main to Lakengren. While Camden faces a salt issue with drinking water this line moves forward.
File 7 I found this one of note not for the Travel Requests but what came after. This meeting date (August 30) was a deadline date for submission of questions to be asked for an upcoming interview. At the time of this exchange the only questions that had apparently been submitted came from a "JoAnn". This brought questions from Connie on how many to expect, Commissioner Wesler on the deadline being 4:00 and Commissioner Stonecash having to play school teacher to remind the participants to get their homework in. At one point Commissioner Stonecash commented “We'll get them as quickly as we can. If they choose not to get them in then we won't.” I don’t want to be too hard on anyone because maybe the dog ate their homework but I mean come on this is one of the first collaborative efforts and they need reminded?
File 8 has Commissioner Stonecash announcing Commissioner Day was appointed to the CORSA board.
File 9 has an informative review of the rejected JRS application for funding at Goose Creek. It is worth a listen for those wanting to know how close or far the site is from funding. My view after listening to this meeting is different than what I think the Commissioners came out with. It sounded to me like they felt all the Goose Creek Commerce application needs is more polish. I was left with the feeling that it has little chance. You listen and you decide. It would be interesting to see how Preble County would have done if it could just find a site with highway and rail…..
The next round for JRS is April of 2011 and is expected to have about $15 million available for projects, this total is half what this round had. There currently is no funding available beyond that round unless the program is put back before Ohio voters and passed. The next round will also be reduced to three. There were originally 10 applicants in the Low Intensity Site Development round. Goose Creek finished 7th, the three below Preble were withdrawn. Also of interest is that Preble County Commissioners regularly bring up an old Miami University MOU pertaining to some possible interest at some future date at Goose Creek. A review of the awarded grants for High Intensity Site Development shows that the number one ranked project in that category was the Miami Heritage Technology Park. The applicant is listed as Oxford Community Improvement Corporation in Oxford, Ohio and they received $3,500,000. I’ll leave it to readers to decide the validity of any current Preble Commission claims of interest from Miami University. Let me put it this way; if you were building a research facility and employing talented individuals would you locate it in an area with the high truck traffic at Exit 10?
