2 vehicles being used by road deputies at any given time. 19 vehicles in inventory with one being a transport van, some are unmarked. Chris Day thinks the number is five.

Commissioner Stonecash – If reasonable minds prevail there shouldn't be any.

Marty Bresher – Bob had a lot going on this year… Art always goes to Florida in the winter.
Commissioner Wesler – I also know that you have a policy is that two or three meetings?
Marty Bresher – Art missed two meetings in all. They both said they would like to be on.
45 minute mark Connie – The Victim Witness car is not on this list. It is either a 2003 or 2004 vehicle.
Commissioner Stonecash – What does that mean to us?
48 minute mark Commissioner Wesler – I guess I will put what my thoughts are then. Ever since I have been a Commissioner every year we have had this discussion this time of year and every commissioner has said we need to keep these cars in a rotation. No question, I agree with that. There is one thing different now it is because of our budget crisis. We have had to give these departments less money which meant some lay-offs which hurt. But that means there have been more cars that have had to be parked because of this. And I guess maybe this extra car was, if it was still being use and we had no budget lay-offs and we were going full bore because of no economic crisis that car would still be at the Sheriff's Department and we would still have a detective driving that car. But since it had to be parked and was not being used evidently the Sheriff thought he would help out Victim Witness by giving them that car. The Sheriff also requested a Detective which I said maybe not at this time but I supported earlier this year, that I really think we do need a detective. But here once again we're – there's a spare car a spare, a spare car, a spare car and the Sheriff can afford to buy one car and I support that. But at this point coming out of our Commissioner fund, I think we need to hold back and use some of these cars even though there might be only one 2011 car. I think we need to hold back and utilize some of these spare cars. Guys we are the keepers of the General Fund and I think it is up to our best interests to try to squeeze and squander these dollars. Unfortunately the only thing that is pulling against our heart strings here is that it is the last year of the Crown Vic. Whether we like it or not we can't buy six cars for them. We are going to have to go to an alternative next year or the year after. So I say we whatever we do with the Victim Witness car they got two cars sitting over there and that is a taxpayers funded car that is setting and you've done the research Bob I know they don't drive those vehicles very much. But it has been a maintenance issue and the longer that vehicle sits over there the longer it is going to be a maintenance issue. Don't I recall four five six months ago when you researched this didn't somebody have to come and pump up the air in a tire?

Commissioner Wesler – Did that cost Victim Witness or did we ultimately
Commissioner Stonecash – It didn't cost anybody anything. Check it out and charged the battery. Nobody is arguing with what you are saying. We are all saying the same thing, you are just wanting to take the blue car and take it up to the Sheriff's Department. That is all you're saying. And all I am saying is let's take the silver car and put it into the fleet somewhere. So the whole debate is the fact of what car are we going to use. Now I don't have any ax to grind with anybody to take that car away. And all I am saying is take the silver car and put it to use somewhere. Which is what you are saying.

Connie – I need to go into EXECUTIVE SESSION one more time to discuss the possible employment of a public employee.
1 hr. 13 minute mark Commissioner Stonecash – The ahh $7,803.85 is money that was spent, some of it was spent for Attorney fees for the Goose Creek Project. Is that correct?
Connie – Correct.
Commissioner Stonecash – Probably money we need to transfer into his budget (Prosecuting Attorney) does that make sense? For 2010 and therefore correcting if you will the budget for 2011. Therefore it doesn't carry on and on and on.
Commissioner Wesler – I think maybe the way I am looking at it is that money was spent on some of the things such as what you were talking about Bob. Negotiations on certain items and since he didn't have it in his budget, he used the FOJ and Forfeiture funds to help bridge the gap. Hopefully we don't have those kinds of expenditures this next year….

1 hr. 37.75 minute mark Commissioner Stonecash – So in some cases, well all cases our department heads and elected officials have done an excellent job of living within the budgets and some even doing better than that. So we thank each and every one of them for being good stewards of the Preble County citizens tax dollars.
Commissioner Wesler – I would probably also say that we need to alter the letter that goes out because in all seriousness how many did really come back as we had requested?
Commissioner Stonecash – Well this next year it could very well be that letter will need to be altered anyway. Depends on the type of year we have. At this point there is no reason to alter it.
Commissioner Wesler – I am not saying this year.
Commissioner Stonecash – I know you are talking about next year. That's the thing, next year circumstances might be different. We hope.
