Proposed SUV for Economic Development Director – Discussion on Letter to the Editor

Noticeably absent from this meeting were any audio issues with the volume.  Mindy Robbins could be heard just fine while giving her General Fund Financial Update which put the county cash balance on May 27, at $2,510,454.72.

File 6 has an extended discussion on the new Preble County Vehicle Use Policy as well as the policy manual. Commissioner Stonecash suggested having all county employees read the policy and sign off on having read it. I think that is a good idea.

File 7 has a discussion on the repair of some old water damage on the third floor and the money will come out of the “Permanent Improvement Fund”.  The question came up of how money gets into the fund and as has previously been mentioned it is from the sale of county owned property. Commission Stonecash began to mention that the county has some property but never finished the sentience.

File 8 has a discussion on using money from the Conveyance Tax to purchase an SUV or van for the Economic Development Director. Reasons given were a large display that is difficult to get into the Ford currently being used and also the possible need to have four wheel drive to get into some areas that may be location sites of interest for business locations. Commissioner Stonecash and Wesler were in favor and Commissioner Day felt the current vehicle was just fine.  I tend to agree with Commissioner Day on this one but I have not seen the display.  I do wonder why one was put together without thought of it being a problem to transport.

This file also has a short discussion of the Commissioners not seeking reimbursement for mileage costs when traveling on Commission and county business. All other departments are mentioned as seeking reimbursement. As presented here it does seem that the Commissioners should be seeking reimbursement.

File 9 has a brief discussion on a letter to the editor that appeared in the Register Herald that day. No name is mentioned but I did have a letter that was printed that day. It was in response to an article that appeared at the top of the front page of the May 18, 2011 Register Herald. A copy of my printed response is available here . Commissioner Stonecash began to mention “one of the meetings he questioned”. I am guessing that he is talking about an Israel Township Trustee meeting that he, the Preble County Economic Director and I attended on Monday, May 16. At that meeting the Director made a comment along the line of the lodging industry was “recession proof”.  I made a noticeable sigh of frustration at that comment. Here is a link to the figures on the amounts of tax collected by county from 2003 and they clearly show the total at $103,023 for Preble County.  On May 4, 2011 the Economic Director put the amount collected in Preble County for 2010 at $99,853 and that can be heard by listening to File 9 . She also stated that occupancy goes up 4.5 % per year. If the income from these taxes rose at that 4.5% here is a chart of what the tax would have brought in each year represented in black and the actual reflected in red. If her stated figure of $99,853 is correct then it is a figure lower than 2003 and not reflective of being recession proof.
