Meeting Scheduled at Taffy’s on Goose Creek – Fair Board Request for $5,000 Turned Down

This was an uneventful meeting until the last two audio files.  I spoke with Manfred and he told me that his meeting on Goose Creek and economic development is still on as the commissioners have not contacted him.  He has 40+ reservations for tickets so I’ll be at Taffy’s Monday at 7:00 p.m. and see what happens.  This commission has a history of doing this type of thing. It happened a few years ago with the Connect Ohio Broadband initiative. It happened last year when the Farm Bureau set up a meeting on Goose Creek and this appears to follow the same path.

Commissioner Day – I will contact the President of the Preble County Development Partnership – Jeff Sewert and have a conversation with him and report back to the board.

Connie – I did get an email from I believe Manfred as to the forum that is going to be held on Monday from 7:00 – 9:30 at his establishment. He has indicated that they now want to talk about economic development – our thoughts on economic development in Preble County. Soo, I'll make sure you get a copy of that. That email. I thought it was just going to be on Goose Creek, so.

Commissioner Wesler – That's what I thought to, that it was going to be on Goose Creek.

Commissioner Stonecash – When I was invited to this forum it was advertised as information on Goose Creek.

Connie – mmmhh (affirmative)

Commissioner Stonecash – Ahh, you cannot change in midstream the menu. It should be strictly Goose Creek as was advertised. That's where I stand on it, that, that is what it should be. It should be moved to here instead of in a private business. Ahh and here we have more room to accommodate seating in a more comfortable atmosphere for the people that choose to attend. But it should be held to what they advertised. Let's not change it for political purposes of whoever.

Commissioner Wesler – This is a chamber event. I would suggest maybe ahh Chris get with Matt and ahh make sure that concern on at least the change of venue.

Commissioner Stonecash – I agree. I personally will refuse to discuss anything but Goose Creek. And that should come from one of us instead of all three of us, for most statements.

Commissioner Day – So the according to what you told me Connie, the they have opened this up for economic development.

Connie – Let me get a copy real quick here..

Commissioner Day – Well I have had concern ever since the inception of this. Number one, having it at a private business.

Commissioner Day – And number two ahh …. the ahh ??? say that this a ahh Chamber event ahhm. Who is going to be representing the chamber? Who is representing the Partnership? I mean who? So you think it needs to be in here hah Robert?

Commissioner Stonecash – Ahh I see an event being held at Taffy's which is a private business. The Moderator is the wife of the owner of that business and partner in that business I guess. Ahh there is ahh I just don't think that is the right place for it. If it is a Chamber event the Chamber should sponsor it in a public building. Such as our chambers and not in a private business.

Commissioner Day – What's your thoughts David?

Commissioner Wesler – Well I know I was concerned about the sunshine law also when it was first brought up to me and I think Connie and I had a conversation several weeks ago about ahh is it going to be tape recorded or something like that? I guess being over here ahhm we might potentially have even more than what he is advertising could be at Taffy's and ahh we're not really shutting anybody out. But ahh I just I agree that it would be better if it was here. We're still having a forum it's just the place has changed. It's only over a couple hundred foot from ahh where it was going to be so

Commissioner Stonecash – And I think the forum should stick to the subject that they advertised; Goose Creek Crossing. They seem to be wanting to adjust what they want to talk about as the days grow on. You want to talk about Goose Creek, let's talk about it.

Commissioner Day – Ok so if what I am hearing is that ahh we will entertain continuing our business on Monday. Inviting them over here to have this.

Fairgrounds Discussion

Connie – You took a tour of the Fairgrounds or maybe just some of the projects that they have been working on. How did that tour go?

Connie put together a list of funding back to 1985 where they requested to the county to borrow money. Please listen to this audio file for a full understanding – I am tired of typing but this is worth a listen as it goes over what the county has done for the Fairgrounds.  I will request the information on Monday. Connie goes over an impressive list of expenses that the county taxpayer has picked up. It adds weight to accepting the offer of Mary Bullen to pay for a full time manager for three years.   

Commissioner Day –  So in the last 12 years they have gotten over a hundred thousand dollars? (cell tower)  

1 hr. 47.5 Minute mark   Commissioner Wesler – … but it is most interesting that last letter you have attached to here. To Richard ??? from NEXTEL communications back on November 18, 1999. Evidently as we have discussed before Connie, the Ag Society, I guess the commissioners asked the Ag Society if they wanted to have control of that tower down there no name or whatever and here it shows that ahh that Jane Marshall that we do not do this. That it goes where we say or not at all and if they don't like it the commissioners can handle it. ??? seconded the motion and the motion passed.

1 hr. 51 Minute mark   Commissioner Stonecash –  If my figures are right, since 1985 there has been $435,823 basically given to the Preble County Ag Society. That is never talked about and a couple of loans in here that have never been addressed.

Decision not to give the Fair board the extra $5,000 for requested last week by Duane Grimme.

1 hr. 58 Minute mark   Demolition grant – meeting next Monday at 1:00 here in the chambers to explaining to local townships and villages.

2 hr. 1 Minute mark  Commissioner Wesler – I want to go back to the demolition…ahh  Mary Bullen caught me at Rotary the other day and boy she was really unhappy that we chose to do that grant ourselves. I told her that Kim is the one who made the call to Columbus and knew everything about it. ???? anyway because with the money being ours you know that's how we operate. Kim would be the last one to look at it and you guys recommended to us to ahh that we should go and she was not very happy. I told her I said you know that Mary in the end don't you just want to see the money used for cleaning these blighted properties up and demolishing them and she couldn't disagree with me on that. But she did say ahh that she had her eyes on us to make sure that we used every bit of that money. Then she said;we just may apply anyway.

Connie – Well I know Kim and I both received tremendous input from the villages and townships we talked with. They all were interested. They all must have some properties in mind.

Commissioner Stonecash – They're all interested in us handling it?
