1.5 minute mark     Tom Barnes asks the lord to help with the Landfill  Leachate. Wet weather increases the amount of leachate at the Preble County landfill and the cost of trucking it to Cincinnati. At the April 19, 2010 meeting Tom Barnes commented on the staggering cost to handle the leachate at that time. Money spent on leachate increases expenses and the chance that the Landfill will be unable to pay back a loan from the county.

16.25 minute mark     Purpose of test was to demonstrate that Preble Landfill did not produce more than 50 megagrams of NMOC(non methane organic compounds). According to the calculations the landfill was over that limit and kicked the landfill into the Title 5 air stuff. The purpose of the test was to demonstrate that the landfill was less than the 50 megagrams level. Test 25A was not going to be valid as it was drawing moisture from landfill. That meant they would have to use test 25 instead of 25C – test would have cost an additional $80,000 to do the different test. With the additional cost of Malcom Pirnie fee it would be in the area of an additional $100,000 cost.

Goose Creek Crossing the money that was spent up there was a grant from the Dayton Development Coalition and none of it came from Preble County tax payer dollars.

54.25 minute mark     Connie – 11:30 conference call with Frank Leon of Environmental Engineering with Kleingers. The gentleman about water and sewer. He is in the process of preparing the OWDA application for water & sewer for Goose Creek. Will need board action to proceed. He is the process of emailing all of this to me for our 11:30. I have also asked Marty and Mindy to be present. He is going to walk us through what everybodies responsibility is here. He needs the documents by next week and will drive them to Columbus on Tuesday.

57  minute mark     Bob – so Goose Creek is moving right along. According to people in the Ohio Department of Development it is one of the best sites in the state of Ohio. Is that a correct statement?

Chris Day  appears to be.

Bob – and we have spent nooo tax dollars on this site. From Preble County's money and according to Kevin Carver and Brewster Rhoads – high officials within the state of Ohio this is a good project. Meets with their approval. Anybody have anything else to say about that?

We showed them all the sites and they identified this Exit 10 as being the most viable. We want to proceed with the stateline at sometime.

Bob – Poslowski that was here Monday concerning the JRS grant ahh we had a good meeting with him good site visit (Goose Creek) things seem to be on track.

Dave – Chris how much did you say this loan was for?

Chris Day  – Pardon?

Dave – the OWDA what would be the request?

Chris Day  – ahh you know I don't know the actual dollars that they would import but it is probably probably lookin at ahh I don't remember the dollars but it is probaly going to be 10% of the actual construction.

Dave – But you said after two years it could be rolled over into the construction.

Chris Day  – Typically what

Dave – Are you talking about the unused portion?

Chris Day  – No it ahh

Dave – Its not all used or what?

Chris Day  – It'll it'll do used. Ahhhm typically on a project like this engineering is usually 10% -15% of the total  project….. you can even go a little bit longer than two years but one you get into the part of the repayment schedule that is when that all becomes due. It is a engineering loan that rolled into construction them becomes all one loan.

Chris Day – ..If we are looking at $5,500,000 then we're probably looking $400,000 for engineering….probably two different loans, one for water and one for waste water… It's a program the state set up because there is a need for it….. Once again we're not on the hook for anything until we sign the documents. We'll have to sign the application but they'll be a formal letter of how much you are approved for. When we sign the contract is when we are on the hook.

Claims that Habitat for Humanity has no intention of building two houses next year and that Bill Hutton was aware of this. They would like to build a house this year but would still need $30,000 more over the CHIP money. Previous sources of funding were not in condition to provide as they had in previous years. Habitat will be releasing the money for one of the houses.
