LEACHATE ISSUE
Bob – scoring system fair and proposals speak for themselves. Pay attention to recommendation of committee we formed.
Dave – Not in total agreement, believes there is a benefit in the future for Camden and county. Urban transition area and with rail available is better positioned to growth.
Camden application lacks detail and could have been done better.
Bob – continues to feel the recommendation of the committee.
Dave – (59 minute mark) felt that originally the discussion was with Camden. The meeting did not go well, there was a feeling of arrogance as to the price Camden should get and other options were opened.
Chris – Options included building treatment facility on site at landfill. We can only base our decision on what was submitted.
Dave – Pricing was put at 50 points and feels should have been scored higher than 15 points and that was split into three areas. 1 hr. 4 min. mark.
Bob – Price over 80 years to landfill should be considered
Dave – question on pretreatment.
Chris – On this process we did not get into the engineering of it.
Dave – Lakengren did a very professional presentation and he is disappointed with Camden's.
Chris – on two options follow process or throw them out and start over.
Bob makes recommendation to open negotiations with Lakengren.

Chris – Opens with question on status of Fair Board and study.
Dave – wanted to back out of being involved. Had not heard boo out of Woolpert since the evening meeting.
Bob – we can't be doing something on our own while have Woolpert doing a study. Wait on study, same as Leachate. Plan does not need to be accepted.
Dave – reminds Bob of his stance on Leachate issue.

Bob – concern over trip to Van Wert (This was previously mentioned as another way to see how economic development is done. Van Wert uses OSU Extension and funds it with a lodging tax. That income was down significantly in 2009 and a levy was put on the ballot.)
