Connie Crowell – I did receive a letter from Chris Washington the Clerk of Courts, regarding the 2011 salaries for the Clerk of Courts employees.
Connie reads letter into record.
Will have evaluation done and have his staff included in the 2004 County Commissioners compensation plan.
17 Minute mark Commissioner Wesler had spoken to Chris Washington to explain why he had voted no on the budget. Washington decided to go with Commission compensation plan.

Commissioner Stonecash – Well we appreciate Chris's thoughts on that and him taking time out from his day to come in and be part of that meeting..
28 Minute mark Connie to put Jennie on speakerphone to discuss why cash balance for Children's Services is so low.

Connie – about $110,000 that the County Commission has not put in to fund to date for 2010.
State is two quarters late on money that is supposed to come in. Figure could be in the $75,000 – $100,000 range.
31.5 Minute mark Commissioner Wesler – Remember the money we are giving them out of the General Fund is to only bridge the gap of what does not come down from the state and what they have to do with their kids. ……
32 Minute mark Connie – this is by far the least year for county expense since 2004.
This year $162,000 of $273,000 appropriated.

Commissioner Stonecash – We would like a lot more commercial than we would housing.
45.25 Minute mark Commissioner Day – If we see commercial it is just going to be remodeling of existing structures things like that.
John Bull – Part of the issue is and you guys run into this all the time from a political stand point is where they are going to get their tax abatements from. You know umm I've seen this and Honda plays this game, the plant that they had up in Marysville for motorcycle parts seemed to coincidently they moved it out at the same time their tax abatements ran out. So, it is a game they play, they know they can play it. They push communities against each other, whoever gives them a better tax abatement that is where they go. We've got one city, the City of Blue Ash down by Cincinnati does not do tax abatements. What they will do is give them zero or low interest loans to help them incentive wise to come in but they do not do tax abatements. They would rather give them cash they can recoup that in two or three or land than give them a tax abatement because they have the same thing. They play a political game and walk out on them. So just different ways of doing the same thing. So it is the political game that everybody plays.
Commissioner Stonecash – Englewood has been playing a lot of that game.
John Bull – We have one city well the City of Brookville, when Payless came in their they did a hell of a set up package for them and basically they waived everything. Including to the point they waived our fees. They ended up paying our fees and waived it to Payless. Because they had done the numbers and said in four or five years we will make it all back through income tax and that kind of stuff off of it. But all of the infrastructure work and everything if Brookville had anything to do with it they paid it all. But that is what they wanted to do once they got in there, it worked out for them. I was sitting in meetings and listening to them and oh yeah we will do that. Actually they ended up getting more than what they thought they were going to. The addition they put on was not scheduled for three years down the road and they did before they ever opened the plant. Because they ended up closing down another one and bringing in the whole operation where they were only going to bring I part of it originally.
