Commissioner David Wesler was absent from this meeting. The Engineer has shifted $5000 from one account to another to cover the cost of the unemployment claim covered last week.
An issue involving the Director of Recycling described as an “internal problem” came up. Item “G” under Agreements & Contracts has the termination of the 2007 Recycling Agreement with RUMPKE effective May 1, 2010. This allows only a few weeks to get what Commissioner Chris Day called “acceptable bids” and worry about “what are we going to do”. Commissioner Bob Stonecash asked if this might be caused by the Director being new. Connie Crowell informed that the Director was hired in 2006 or 2007 and that “I would like to add that our staff has more than bent over to help the Solid Waste Office on anything they have ever wanted. I need to add that.” The discussion on the topic closed with Commissioner Stonecash commenting “That goes back to what I asked her for… weekly reports on what they do down there daily. Have you ever seen one? Commissioner Day responded “No, I have not Bob.”
The recent personnel moves at the Sheriff’s Department after the retirement of Chief Deputy Snowden and pay scale increases were covered.
A good bit of time was again spent talking about economic development issues. The County Commissioners were traveling to Van Wert County the next day (April 6) and taking Preble Chamber head Matt Appenzeller and Connie Crowell along. There was to be an “Economic Summit” held at SILFEX, on Friday, April 9, 2010. Also discussed again was updating the County website. Chris Day wanted to take a look at other websites to see what they were doing. This is great except that we are almost a year and half into these guys’ terms and neither could come up with the name www.ohiosites.com . How darn hard is it to inventory available buildings, take pictures of them and put them on a website? Not very darn hard. If you have time to visit the Great Gratis Pot Hole you can probably find time when driving around to other hot issues in the county to take a picture or two of buildings available. It all comes down to what is best described as “show boat priorities” vs. “real county priorities”. Still no pictures, still no inventory and still no revolving loan fund. All we really have is $250,000 spent on a couple holes in the ground at a cornfield with the moniker of "Goose Creek". Newsflash ….. google Goose Creek . This site has recieved numerous hits from Goose Creek, South Carolina after posting county commission reviews with the name.
The funding of Soil and Water was again covered, also mentioned in that discussion was the possible moving of both Soil & Water & OSU Extension to the County Fairgrounds.

Discussion on why this is getting done with so little time to spare. Chris Day (A little late isn't it?) put blame on Director of Recycling.
49minute mark Bob – so is this a with Rumpke or is this an internal problem a combination?
Chris – It would be up to the Director to see this got done.
Connie – Exactly
Bob – Pretty much my question.
Bob asks question as to whose fault it is.. Commissioners, Rumpke or a rather new person down there.
Connie – Since 2006? 2006 – 2007 she became the Director.
Bob – It should have been taken care of by this director.
Bob – better write this stuff down.
50.5 minute mark Connie – "I would like to add here that our staff here has more than bent over to help the Solid Waste Office on anything they have ever wanted. I need to add that."
51 minute mark Chris -… I guess when she comes in we need to ask the question why it took so long to get this done. Because if we don't get acceptable bids or what are we going to do?
Bob – That goes back to what I asked her for … weekly reports on what they do down there daily. Have you ever seen one?
Chris – ..No I have not Bob.
