13.5 Minute mark Discussion on waving midyear budgets for county departments. Includes General and non General funds.
18.5 Minute mark Discussion from last week on Engineer paying his department's liability insurance – information from CORSA. Cost to county last year was $22,000. Connie asks direction for this year's insurance. Kyle has not budgeted for it this year.
21.25 Minute mark David Wesler – I would say we need to discuss it with Kyle and just tell him that ahh you know that he knows he knows that through his association that the Engineers should need to be paying that.
Connie to schedule Kyle in.
David offers further explanation.
23.25 Minute mark May 6 – invited to Mind Art Show reception Mental Health and Recovery Board putting it on at the YMCA at 7:30 p.m. Proclaim May as Mental Health Month in Preble County.

24.25 Minute mark Connie – Last week we had the monthly meeting with Shawnda & Jim Simon. Discussion out of that meeting was do we want to have monthly, quarterly – once a year meetings with Shawnda? Do we want her to provide us with a report?
David Wesler – Well with us forking over the $100,000 – 12,000 of it in-kind I believe we should be getting reports from her.
24.75 Minute mark Denise Robertson – I requested it in writing, it seemed to be an issue. I actually said to me the Partnership should be getting something in writing and whatever she gives them in writing – we are fine to accept whatever it is that she puts together.
Connie – When she was our employee it was monthly and sometimes it was twice a month.
Discussion on issue.
Dave wants monthly – two at most.
Chris thinks quarterly.
Shawnda has a big presentation on April 24th to the commission.
Denise will go with every other month.
Connie asks about a report.
Denise volunteers to draw up a format for a report and have other commissioners add or subtract.
Denise explains her position. Essentially nothing more than what Shawnda is presenting in the commission meetings but in writing (currently there is nothing). Denise – We get reports from the other departments.
Dave Wesler offering feeble excuses.
Denise – I don't understand why it is a problem. If she comes in and says it on record – what difference does it make. AGREED!
Dave Wesler continues to obscure the issue. The Citizens of Preble County should demand revision of this view or a new commissioner in 2014. His stance is unacceptable when the request was for a written review of the on the record audio – information already available.
33.75 Minute mark Agreement to schedule Shawnda in every other month.

36 Minute mark EXECUTIVE SESSION TO DISCUSS THE EMPLOYMENT OF A PUBLIC EMPLOYEE
Exit no action taken.
David Wesler – And Becky will be in on Wednesday you say?
Connie – Yes.
38 Minute mark Connie discusses a CDBG conference in Columbus and a CORSA meeting.
40.75 Minute mark Connie mentions need for a tracking system for health care. Yet Chris Day and Dave Wesler won't request the same from the Preble County Development Partnership?
41 Minute mark Nine new counties wanting to join CEBCO.
44.75 Minute mark Discussion on asbestos abatement. $5,000.
46 Minute mark Connie – Randy Gilbert coming in on Wednesday to bring us up to date on experiment they had at the landfill.
Denise Robertson – I talked to Councilman Kelly Doran and they are going to allow us to do the swap out of the four to one. With a few caveats – they would like to put some kind of surveillance camera and some signage that says you are being videotaped. To kind of keep people from dumping their mattresses. Also a way to secure the lids and face east – west catches wind. Almost a $20,000 savings.
