This meeting goes into an Executive Session right after the approval of the minutes. The reason given was the same as File 6 of the April 11, 2011 meeting; Executive Session to discuss employment and disciplinary action of a county employee. File 2 of this meeting is short but the impression left was that the Executive Session was not. It should be of interest as the session had John Krock who handles employee relations on the legal front for the county.
File 7 has Commission President David Wesler reading into the record the first of two identical letters sent to two county employees:
You are here by ordered to take a polygraph examination as soon as the Preble County Prosecutor can schedule such an exam. Please make yourself available for such examination at the time and place as scheduled. Failure to comply with this order will be considered insubordination and you will be subject to disciplinary action.
The employees named by Commissioner Wesler were Danny Davis and Bob Brower, the Director of Land Use Management.
A search of the Citizens For Preble County Agenda data base shows that John Krock was last on the Commission agenda March 30, 2011 with Sheriff Simpson about the FOP contract. Prior to that he was listed on the February 16, 2011 agenda for a 1:30 meeting on Personnel. That meeting had the termination of a long time employee and head of the County GIS Department.
The majority of the rest of this meeting was taken up with a meeting on the health insurance renewal. Present were all elected officials accept two Judges.
