RE: AUTH. PAYMENT – SHERIFF ($317.00; $119.00); LANDFILL ($26,738.80) United Waste Water – Leachate.
31 Minute mark Commissioner Stonecash – The United Waste Water for everybody's information is money we are spending to ship leachate out of there. Where as we could be saving that money had we not had a situation that prevented that, I guess. This is a reference to the Camden lawsuit that occurred after Bob and Chris violated a signed agreement between the previous Commission and Camden to build a leachate line south from the landfill to the village and open the area up to economic development with railroad and highway frontage. Doing so may have put Camden in competition as a better site for JRS site than Goose Creek. Commissioner Day and Stonecash voted to build the line to Lakengren. That case was recently dismissed from Federal Court and last I heard would probably not be refiled. The record shows that the scoring system devised was so flawed that it actually showed Camden as the most benefit to Preble County but had included other categories that outweighed that score. http://www.citizensforpreblecounty.com/images/Jan%2010%20leachate%20scoring.jpg

35.5 Minute mark Commissioner Wesler – Do you have anything else at this point Connie?
36 Minute mark I do have a voucher summary sheet that was that needs to be approved for Ohio Community Media for the rural zoning department. Voucher 4300.
37 Minute mark Connie – read the letter..
Commissioner Wesler – Ok this is the letter ahhm to the Lakengren Water Authority Board of Trustees. Saying to proceed on, for them to complete the review of the design plans and submit a letter back to us. And also discuss that pilot program of trucking some of the leachate over there.
Commissioner Day – moves to approve by signing.
Commissioner Stonecash – seconds.
Passes 3 – 0
39.5 Minute mark Connie – next I have a letter to RAPCA…
45.5 Minute mark Connie – Next – Versailles June 3, 1:00
46 Minute mark Commissioner Wesler – That is the day that Justin Barnhart asked if we can walk Representative Buchy around the courthouse and I believe it is 11:00. 10:30 or 11:00. I guess I could call back and offer to perhaps take him out to eat ourselves. Which means we would miss Versailles. Let me check on that Connie., Ok?
Commissioner Stonecash – buy Jimmy lunch, that would be good. Buy Jim lunch he would like that. I won't be attending.
Commissioner Wesler – Oh you're out of town
Commissioner Stonecash – I am out.
Connie – so you are a no?
Commissioner Stonecash – Wild horses couldn't drag me back.
Commissioner Day – chuckling You sure?
Commissioner Stonecash – Yeah cause otherwise I get hung at the hanging place in Dodge City.
Commissioner Day – So that is when Jim is supposed to be here?
Commissioner Wesler – Yeah
48 Minute mark Connie – And then David you are still checking on the June 15, Kentucky tour. You are still checking?
Commissioner Wesler – Well that is supposed to be at 11:00, I had preliminary set it up for but that is also the day of the Policy Development meeting for the Farm Bureau. But I'll see if they can delay it an hour or two, a couple hours.
Connie – You'll do it after that?
Commissioner Wesler – Yeah
Connie – I think that is all I have.

Commissioner Wesler – I guess we could say that we all attended the economic development forum that Shawnda had….
Commissioner Stonecash – It's been a lot of years. I think it is another step in the process of proving that we are on track and we are serious about our commitment to economic development in Preble County. And for those people if you will say "nay sayers" it is time for them to get on Board. Again this commission voted to build a leachate line to Lakengren instead of Camden which had both rail and highway frontage. This did not show a commitment to economic development, this showed a commitment to killing off any competition for JRS money from Camden in favor of Goose Creek. On Friday, May 27, Bob voted not to even put the license plate tax to the people for a vote which effectively killed a Preble Partnership and Shawnda Combs endorsed tax.
Commissioner Wesler – Either that or quite trying to pull the ship down right?
Commissioner Stonecash – Yeah that is right. That's right.
Some chuckling.
Commissioner Day – We have the second hearing on Friday at 1:00
Connie – right at 1:00
Commissioner Day – I thought the hearing the other night went well. I thought Steve and his staff did a very good job of fielding all the questions. offers view on meeting … I am a little disappointed that we scheduled an evening meeting by request and that person was not here at that meeting.
Commissioner Stonecash – I've been thinking about that while I am here sitting here and I won't mind mentioning the name. William Yorke requested that we have an evening meeting so he and other folks that can't come during the day could attend. And Mr. Yorke failed to come to the meeting that he requested. I am very disappointed in him.
Whoa there fellas. William Yorke III requested that meeting so people that worked in the day might have the option to attend an evening meeting. Mr. Yorke informed me that day after having talked to you guys about the 6:00 p.m. meeting. He told me that day that he would not be able to attend because of another commitment. He was thinking of other citizens not himself. I passed on the evening meeting info as he requested and many of those people were in the audience. He also told me that he would attend the Friday meeting, which he did. He does not deserve to be chastised for attempting to encourage public participation. Mr. Yorke even mentioned Chris calling him Mr. Golden and I remember laughing.
Commissioner Day – As am I.
If you guys actually tried to include people instead of complaining about citizens who have every right to voice their concerns then some of these issues may go away. Instead you chastise them and eliminate over half the county from any type of inclusion. You have created this atmosphere. Why should a private citizen even have to be the one to suggest what you guys should have done in the first place?
