16 Minute mark Request for instruction for a new wireless – cell tower on Greenbush Road. Short discussion on issue.
25.5 Minute mark Katie West comes in to answer concerns from Commissioners on any need to sign anything with regard to the cell tower.
Kate advises it is up to the commissioners whether sign, cell tower is exempt from zoning. Signing would speed the process up. Resident on property wants the tower. County lacks ability through zoning to stop it. Commission votes 3-0 to sign it.

Commissioner Wesler discusses Sheriff's request for dispatch consoles. Mentions having talked with Brad from Eaton on issue. discussion on topic. Levy language discussed.
35.5 Minute mark Apparently some county commissions have control of 911 funds while in Preble it is the Sheriff. Connie has never heard of Commissioners having the control. CCAO meeting mentioned.
41.5 Minute mark Tax levy. Commissioner Robertson points out that a levy would impact only property owners while many people use cell phones (911 fund cannot be used) Good point and I am sure an issue that will occur if a levy is to be the means to finance the system.
47 Minute mark Connie mentions $5 for all improved parcels.
48.5 Minute mark Commissioner Robertson – We have half a million dollars in two funds that is not being used.
Commissioner Robertson states one more time her feeling that the cost should be spread over all the people in the county that use it – not just property owners…

1 hr. 1.5 Minute mark Mary Bullen discusses the HIT Foundation and the old Eaton High School for affordable housing. Expects to have 45 housing units in building. Competing for a grant of $8 million that would leave little debt on building. Should know about grant by end of May 2014. If they don't win they will move ahead with a 4% bond. Miller Valentine would be handling it for the next 30 years as affordable housing. Ten one bedroom and 25 two bedroom and possible 10 three bedroom (planning is still being done). Will own the whole block.

5,261 receiving food assistance.
2011 yearly data showed 1,946 children living in poverty and that is 18.9% of population. 22.6% receiving food assisstance and 42% eligible for a free lunch.
