February 18 was an interesting and long meeting day.
First up in File 2 was James Mays on events at the Fairgrounds. This meeting essentially was about the offering of beer for sale at the Fairgrounds with the first date expected to be the March 6 & 7 Tractor pull. The other event would be a music festival the weekend of September 5. There are still some insurance and other issues that need to be worked out. Beer sales at events are becoming a way to raise needed funds and attract events.
File 3 has Marty Votel in to discuss the planned use of Matrix Operating System. This sounds like a long overdue modernization in the Prosecutor’s office and Marty hopes to start using the software this spring.
File 4 covers the electric aggregation agreement for county buildings and expected financial savings.
File 7 had a conference call with Christopher Thoms the National Flood Plain Coordinator for the State of Ohio. Mr. Thoms informed the commissioners that the public hearings held in Preble County on the flood plain issue had the lowest attendance of the 88 counties in the state. He put the number of attendees at “1”. There is a question here as to just what is the responsibility of the county commissioners to make sure local community leadership is aware of issues like the Public Hearings on the flood insurance. Legally all they have to do is advertise it but when no one shows on such an important issue then perhaps there needs to be more follow through. I don’t think that is too much to ask when during this same time period the commission was making trips for meetings to Columbus and Dayton for the failed Goose Creek project. At the second and final hearing held March 8, 2010 Katie Worthington noted as did the Commissioners that no one was there. My review of that March 8, meeting shows that the topic of conversation prior to the hearing was Goose Creek.

The Goose Creek fiasco and Landfill Leachate Scandal were twin pillars of incompetence with regard to the Day, Stonecash & Wesler Commission. What was not widely known but just as bad for the Camden area was this Flood plain issue that had its origins in the same time period and has many of the same names attached. Kelly Doran who fought hard for the Leachate line to go to Camden is again fighting for the residents of his home town. Property owners (160 +) find their land in a flood plain with high insurance costs based on what is alleged here as faulty mapping that was done and based on older maps that compounded the problem when their data was converted for use on new maps. This audio file and the next one have a lot of acronyms mentioned and it can be hard to follow as maps are being looked at that the listener cannot see.
File 8 has an after meeting discussion on the conference call with some explanation or views on how this problem went so wrong. As stated here someone went to Steve Simmons to tell him there was a problem with the map. He was told by Steve that if there was a discrepancy that he would bring it to the Board of County Commissioners and that was in 2011. Someone said it was dropped at that time – listen to the audio.
File 9 Has Kelly Doran asking about Glenwood and a possible new County Sewer District. Commissioner Day mentions EPA testing in the area also starting in the 2010 time line. Kelly suggests pumping the sewage to Lakengren instead of along Rt. 35 where they could create some economic development. This is refers to the leachate line going to Lakengren instead of down Rt. 127 and creating the possibility of economic development along that route. Kelly then addresses the issue of management during the time Chris Day has been a commissioner. He mentions the cost of hauling leachate to Cincinnati, Goose Creek and running a line to Lakengren as examples. Kelly asks for answers on “millions of dollars wasted” from Chris which he does not get. At the 8 minute 30 second mark of this file Rodney Creech offers a “street story” of what he heard. Kelly explains what really happened and I agree with his review.
Now that the possibility of running a sewer line down Rt. 35 has been mentioned on the record in a Commission meeting should Chris Day abstain from future commission involvement on Glenwood? The closest community to Glenwood is West Alexandria and Chris is the Village Administrator. The leadership of Lakengren wanted the leachate for the financial benefit and a possible sewer line from Glenwood to West Alexandria should be considered the same thing.

See what I mean and send it to Lakengen and it would only take about 4 or 5 additional years and only cost about a million and a half for shipping it. And there you have it. Any votes for that?

I'll be brief because a I know that I have been here a long time but I have never ever got a chance to talk to you publically or on the record about some of that because – "Well it's under appeal or it under this or it is under that. Listen to the audio – worth a listen – Great review of the mishandled leachate issue – a lot of money could have been saved going to Camden and there would have been economic development for the county.

Rodney has been involved with the Preble County Development Partnership since the beginning and this should have been a base issue for economic development. The facts were available and based on that involvement – there is no excuse for not knowing the facts and repeating false information under the guise of "word on the street" .
