Public Comments has my visit and views on the Broadband Internet issue brought up at the September 1, meeting. I also mentioned that use of the EMA tower on Rt.127. would greatly aid in coverage of the northeast portion of Preble County and reaching the last mile.
Jane Marshall had set up the first ConnectOhio meeting because Rural Broadband and what is known as the "last mile" was an issue that needed to be addressed. A Connect Ohio representative had been put off a couple of times after addressing the Commissioners. She took the lead and set up the first meeting, before that meeting was held the County Commissioners put the head of the Preble County Chamber in charge.
EMA Director Charlie Biggs was in chambers for a meeting later in the day but he was never asked about the tower.
Luckily, I already live in an area with multiple choices for Broadband Internet.
File 3 has the Budget Commission Monthly Meeting. Year to date, the county has received $700,827 more than the Auditor had estimated.
File 9 had Frank Leone in to update the Commission on sewer and wastewater and Goose Creek. This discussion had to be welcome news to the commissioners and Mr. Leone’s enthusiasm was probably contagious. He had made a trip to Knoxville to meet with the new owners of the Pilot Truck Stop (Flying J). He felt that both Pilot and the Travel America would love to get out of the treatment business. Both truck stops have 20,000 gallon a day direct discharge permits of which they are using about half the capacity. Assuming permits already available would greatly speed up and aid the County effort. The excess capacity could be used for marketing the area much quicker while the county builds its own facility. As a condition of both permits the truck stops would be required to hook in to any county sewage line/facility available anyway. There was some discussion on what type of income could be expected from the truck stops and the loss of tie-in and hook-up fees when taking over their treatment facilities.
The commissioners felt this would also help them with the next JRS application. Commissioner Day felt there were two key things about the JRS application that led to it being turned down:
1. Land option not tied down at the time.
2. They want a better description of what we are going to do. They want every area summarized… and timelines.

File 11 at the Engineer monthly meeting a potential issue on flow control is the end result of county being found in violation of the Landfill 195 ton limit. The EPA will take no action this time but it is clear that will not be the case next time. The county was sent a notice of violation of the tonnage limit for August 9, 10 and 17, with the 17th having been exceeded by a little over a ton. The county had requested and received a 30 day tonnage waiver that expires this month. The issue is that the county can’t get another waiver for 18 months. Currently the Landfill averages 130 – 145 tons a day. County Engineer Steve Simmons stated on the record “With flow control like we have it will be kind of tough so this is going to get tricky”.
What this means is that the landfill gates will most likely be closed when the daily tonnage gets in the 180 ton – 185 ton range. A large amount early in the day could result in trash haulers like Rumpke being turned away. At that point the recent issue of another trash hauler going out of the county and being warned will raise obvious issues. A review File 3 from the August 23, 2010 meeting will show this:

Both businesses would love to get out of the treatment business. Pilot is up for renewal in April of 2011. Travel America permit is good until 2013. Both permits are good for 20,000 gallons a day.
