Goose Creek is Zoned as Hazelwood Subdivision – Lakengren Force Main Contradicts Commitment to Economic Development

This meeting has the continuance of deficiency reports being issues by the EPA at the landfill. I have included the letter and response mentioned last week and there is mention of another one this week. In fairness to the landfill, there does not appear on the May 24 letter to be any of what I would consider a major issue.  

File 3 has the Engineer’s report and a discussion on the Goose Creek area.  Kyle Cross reported that Hazelwood Drive has a 50 ft. right-of-way.  He also discovered that the area behind the Pilot is zoned as the Hazelwood Subdivision and has 18 lots. This does not apparently appear in the Auditor’s office records. There is an issue with the volume of the audio on this meeting but it appeared that Commissioner Wesler replied he was not aware of the subdivision. Kyle said this happened back in 1988 and County Engineer Steve Simmons then remembered it. This will be addressed with zoning, but it speaks volumes about the lack of preparation that was done that left that issue undiscovered

File 4 has the County Engineer appearing to back out of an agreement made earlier this year to fund 30% of GIS beyond 2011. He is late on his June 1, GIS commitment payment.  Roads and bridges will be more of a priority in the future than funding GIS. This issue also feeds into the development at Goose Creek as the recent permissive license fee hearings had at least some opposition because of people not wanting to fund Goose Creek with the money and I agree.

File 6 has discussion on the Lakengren Force main and that is another issue that ties in with this Commissions’ claim of a commitment to economic development. That line should be going to Camden.

Commissioner Wesler – I did call Wes Riehl and ahh expressed concern that you know of these and he said unfortunately he said the ahh EPA, they put a report in one time they say nothing about it and then the next time they change it or looking for something different and I just told him to try and be as complete as possible cause ahh we don't like for these to happen. These "Deficiency Reports" appear to have increased in frequency and highlight an issue that may be solved by the proposed "Gas to Energy" plant across from the landfill. There have been valid concerns voiced by the Commissioners on what they were previously told. This issue of deficiency notices could very well get worse and a trip to Kentucky to view a plant that has been proposed and put off more than once needs to be made as that type of facility could very well be an answer to these type of issues and may even cut county expenses.

Commissioner Wesler – Kim did you have anything else?

18.25 Minute mark  Commissioner Wesler – We all attended the Commissioners Conference Friday in Columbus and it was very beneficial. We got to hear Mr. Quame in the morning for "Jobs Ohio" and that was a very very good meeting and then in the afternoon Auditor Yost presented several ideas to the commissioners. So very good meetings.

Commissioner Day – I was ahh at least impressed with Auditor Yost because when he got some question thrown at him that he couldn't answer he basically just said "I don't know that but I will get you the answer" he didn't try stumble through it. So at least he was being honest… I thought it was very good.

Commissioner Stonecash – Yeah there is lots of good things going on and there is lots of people complaining about what maybe Governor Kasich is doing but he is doing the right things, for turning Ohio around. Bring some jobs in here and often that doesn't sit well with people that don't understand.

31 Minute mark   Kyle Cross – We met last week at Pilot and the driveway at Hazelwood Drive. In looking into that the Right-of Way at Hazelwood Drive is 50 ft., however there is a Hazelwood Subdivision back behind that which is an additional 18 lots. I am not sure if you were aware of that or Kleingers because it has been recorded up in the Recorders office with all signatures and everything. But going to the Auditors website, is not shown on any of their individual lots. I don't know if that may be a factor that anyone was aware of. But at this point audio issue.

Their fear is that if something would happen at that lift station they would like a way to stop flow. For fear that line may drain a substantial volume of leachate into that system.
