File 2 has what may be considered a “November Surprise” as rate increases for dumping fees at the Preble County Landfill will have three hearings before a resolution to raise them is presented to the Board of County Commissioners. Surely the chosen date of the Monday, November 8, for the first hearing had nothing to do with it being after the Tuesday, November 2, election. Citizens should be advised that an increase in the landfill assessment has also been brought up in previous meeting.
File 3 has further discussion on the Health Insurance plan approved last week. Apparently there have been some phone calls on the issue. At the 14 minute mark Commissioner Stonecash remarked – "..the county is picking up the biggest by far share of the life insurance. The way you just mentioned it the employees are going to be pay 36 cents and 27 cents and that the county is picking up the biggest percentage. Which needs to be noted for those out there that are uniformed and choose to comment."
I can understand how the increased cost to county employees is upsetting especially when some employees have not had a raise in three years. It is not a stretch though to realize that there are a good many citizens in this county who not only do not have health insurance or jobs and also fear losing their homes while providing for their own families. The impact of the $408,000 increased cost for the county portion will have an impact on the county General Fund. Heck the amount is $31,000 more than the amount over paid at Goose Creek which will probably require the selling of the Oliver Farm to at least mute another large hit to the General Fund. If that farm is sold it will be interesting to see if it brings more or less per acre than the $2968.75 at Goose Creek for what was touted as the best development land in the county.
Commissioner Stonecash closed the meeting with fine comments on the recent hire of Shawnda Combs. Shawnda will be the guest speaker at a Monday, October 18, luncheon meeting over at the YMCA in Eaton.

Connie – Here is the spread sheets for the new health insurance rates for 2011.
Involves amending life insurance (better that you just listen to this legalize). It essentially means that both the cost to employer (county) and employee with be going up for life insurance. The county per person cost will be greater than the employee – 83/17.

Commissioner Stonecash – We made an excellent choice in hiring her. She hit the ground running and is very experienced and knowledgeable about what she does. So this Board of Commissioners along with the Preble County Development Partnership made a very wise choice.
