File 2 has $24,597.96 more being spent on leachate hauling that could have gone to Camden for less. A leachate pipeline to Camden would have helped both the village and the county with economic development. The Commissioners however voted to people a line to Lakengren where the line will do nothing for the county economic development.
File 4 The cash balance on September 30, 2010 was $2,767,843.56.
File 5 Has a discussion on the approaching closure of the Eaton Armory. Commissioner Stonecash mentioned it would make a nice place for the Sheriff’s Department. He put the cost of renovation at $1,500,000.
File 6 Scott Prueter was a no show for his meeting on a wireless broadband network in Preble County. Not a good start there, as he did not call and could not be reached.
As a result this file is the start of an extended meeting on the coming sky rocketing health insurance rates for county employees.
File 10 Joe Kimball & Duane Grimme were in for clarification on the county re-instating the transfer of the $793.50 tower rental check to the Ag Society. The transfer was held up to cover a $1,250 mowing bill the county incurred to have the Fairgrounds presentable to Commission standards for the Pork Fest.
File 11 Has the Commissioners deciding to go with Option 5 of the various insurance plans previously discussed. This is a 75/25 plan and the added expense to employees as spoken on the record is:
Per pay period:
Single employee: $33.58
Employee + child: $63.80
Employee + spouse: $70.52
Employee + family: $100.74
The county insurance expense will go up $217,179 per year
File 13 This file starts off with a short discussion on the Ag Society and the tower. Listen and draw your own conclusion if there is a commissioner not happy with the transfer of funds to the Ag Society.
The majority of this file though is a discussion on whether to allow or deny a subscription to the Register Herald. There is a conference call with Tish Plaugher on the issue.
The Commissioners eventually vote 3 – 0 to deny the subscription. These Budget Hawk are tough on newspaper subscriptions but not so much on Goose Creek land purchases.

Commissioner Wesler – No, I brought you up to date before on that. We don't have a meeting clear till November, in fact I think Mike was in on the very first one. We've only had two meetings at the Health Department ahhm yeh I've made some ahh some complaints over the years on junk properties and submitted to the Health Department and one was successful, one was not. I still disagree with them on that but ahh you know Bob over the years I've been called from people around the county that say that this property, you know should this property look this way? I've gone to look but I said no but it is the trustees that have that power. Discussion continues.

INSURANCE DISCUSSION
3 hr. 12.5 minute mark Commissioner Stonecash – Do you have anything else?
Connie – is there direction you want to give me on Health Insurance?
Commissioner Stonecash – Unfortunately there is no good solution but everybody seemed to be in favor of the 75/25 option. Does anybody see any different. Tough situation for employees and General Fund both. The reason for the large increase is the large usage of the plan.
County share of cost to go up $214,179.
Single employee to pay about $36.38 more per pay period.
Commissioner Day – $33.58 per pay period for a single.
Connie a family is going to go up $100.74 a pay period
employee plus child $63.80 per pay
employee plus spouse $70.52 per pay

3 hr. 33 minute mark Commissioner Stonecash – Do we see any reason why we should be paying for a newspaper subscription? For the solid waste district? That to my knowledge we don't run to many ads per year down there. You guys have any discussion on that or any thoughts?

Discussion…
Connie – brings in clippings for commission files.
3 hr. 36.2 minute mark Commissioner Stonecash – If she needs it we want her to have it…if she's taking it home… chuckle
Commissioner Stonecash – That is the first thing I look at every Tuesday night the Register Herald…
Commissioner Day – whispering something about the paper
Chuckling
Commissioner Wesler – So once again that is the first thing you look at Tuesday night.
Commissioner Stonecash – I do I get that delivered at home. I check it out pretty quick. It's a good paper.
Commissioner Wesler – Yes it is. I don't get mine until Wednesday though through the mail.
3 hr. 37 minute mark Connie – Bob, I have Tish on the phone.
Tish Plaugher on conference phone speaker.
Tish explains why her office gets the paper.Ohio EPA prefers to see paper clippings. Three – five times a year.
Commissioner Stonecash – So nine or ten times a year you have an article in..
Tish – on board decision and paying for it out of her own pocket.
3 hr. 40 minute mark Apparently this is over $32 a year.
Commissioner Stonecash – on squeezing costs. The RH is very efficient and sends out a copy of the ads with the bill.
Commissioner Wesler – On office subscribing to the Dayton Daily News and be careful on expenses in these times.
Commissioner Stonecash – So is it the consensus of this Board to not authorize that payment?
Commissioner Wesler – Yes
Commissioner Day – Sure
Connie – there should be a number on that voucher there Bob.
Commissioner Stonecash – 10012??6940
Connie – Yea, the motion is to deny voucher number 6940
Commissioner Wesler – So moved
Commissioner Day – Second
Motion passes 3 – 0 to deny Register Herald subscription at Solid Waste District Guys seriously, you over pay $12,000 an acre ($377,000 total) at Goose Creek and play budget hawks on a newspaper subscription?
