The Preble County Commissioners offered Shawnda Combs the position of Preble County Economic Development Director and she accepted the position. She will start October 4, 2010.
At the 29 minute mark the issue of the landfill not making its $100,000 loan repayment to the county was discussed. The cost of additional leachate hauling from all the rain earlier in the year is to blame. The Contract Services account was down to less than $500. The issue of the department having $782,592 cash right now was also mentioned and a concern.
File 6 has an extended discussion on the Fairground maintenance and appearance with the Pork Fest being held. It was not of the caliber the Commissioners felt would represent the county well. As a result of the Ag Society not planning to mow or do the work the Commissioners hired it done and they will with hold money from the cell tower rental until the expense is repaid. The County Commissioners, Ag Society and Pork Fest are still in remediation over a previous Pork Fest lawsuit.
File 9 has discussion of a plea from Jr. Gunther the Mayor of Camden for an acre of land that the County did not realize it owned until last week. Apparently the Village will hook up to Southwest Water temporarily while a well field is prepared. The land from the county would be used for restrictor valves and a building. Commissioners Wesler and Stonecash advocated for giving the land to the village. The issue will be discussed further on Monday, September 20.

FAIRGROUND'S CARE DISCUSSION
43.3 minute mark Connie – Do we want to talk about the check we receive every month from American tower. Tower rental at Fairgrounds.
44 minute mark Commissioner Stonecash – on Fairgrounds looking its best for this weekend's Pork Fest which will attract people from around the region. The commissioners had passed that along to the fairgrounds facilities manager. Manager indicated there were no plans to trim the weeds around the fence on the track, not to mow the grass on the back lots. Commissioners stepped forward and authorized Chip House to do that, so that it would look appropriate. Because it is the duty of the Ag Society to maintain the Fairgrounds and keep the weeds trimmed excetera. We hired him, it is an expense that we should not have to incur so I would suggest that we with hold the tower rental money until such a time that we regain that expense. Consider further putting the tower rental check in the General Fund. I said consider I did not say do it. At this time I want to stress we have spent approximately a thousand dollars getting this Fairgrounds at a level of maintenance that we think is appropriate for the Pork Festival and the people coming in to Preble County.
Commissioner Day – recommends with holding the tower money until Pork Fest suit is settled.
Commissioner Wesler – On his visit and the grass issue. Agrees to pull the check but forward the rest on to the Ag Society.
Commissioner Day – On Ag Society refusing to do it.
Commissioner Wesler – fears Ag Society doing nothing from this point forward if the commissioners pull the checks.
Commissioner Stonecash – One thing I just want to put on record and nobody ever talks about and that the Pork Festival is one of the biggest and well attended festivals in the region. It is a class operation, the money that it brings to Preble County other than people that walk on the Fairgrounds, money that it brings to the area restaurants and can go talk to McDonald you can talk to Frisch's, you can talk to Village Pantry. I've done all of this, that is the very best weekend business of their year. Everybody the Pork Festival and the Ag Society needs to realize that it is not all about them. It is not all about them it's about

Commissioner Stonecash – The economic impact on Preble County. The money it brings into our area is quite large. They need to realize that.

Attended the Lewisburg Chamber of Commerce last night. The Preble County Chamber of Commerce was in attendance and gave a little talk on the Preble Development Partnership. Jeff Seifert gave a State of the Village and Bob on State of the County. … 2.3 million and hopefully a 1.7 million at the end of the year.
1hr. 10 minute mark The people of Preble County are very appreciative of the fact that we are good stewards of their money. And for someone to criticize that I think is completely out of line. But it is what government should strive for reduction of expenses, living with in their revenues as many counties at this time are again making cuts. We feel that we will probably, probably be able to go into 2011 at least with the same budgets from ??. So I would say to you two folks and you Connie, David and Chris job well done. I think the people of Preble County are very appreciative of our conservative nature of handling their dollars.

1hr. 17.5 minute mark Had a phone call from Jr. Gunther (Mayor of Camden) who apologized as he was unable to make to that day's commission meeting. As he was getting ready to leave the fiscal officer had to leave and people were coming in to get water. He could not lock the doors and had to stay there and continue to give water out. The Mayor says they cannot get wells drilled in time to comply with the EPA and they will have to get water from somewhere else before they are able to get any wells drilled. There will be a period of time when they need to get water from SouthWest. The Mayor wanted David to make a plea for the acre of county ground that county owns but had apparently forgot they had. Mayor apologized three times because he had wanted to make the plea in person. Ask that the county grant them (Camden) the line for well field. Use field for restrictor valve and a building advocates giving Camden the line.
Commissioner Stonecash – Good faith effort to help the 2500 people of Camden. "If this helps solve their problem, I don't see any reason why we shouldn't."
