Goose Creek – Chris Day “Ahh the down side to that is we may have to bump some of the village projects back a year”

The August 16, 2010 General Fund Update given by Preble County Auditor Mindy Robbins put the cash balance at $2,425,840.62. For comparison, on August 21, 2009 the cash balance was put at $1,677,598.53. She continues to hope the end of year carry over is nothing below $800,000. The estimated cash balance as of January 6, 2010 – $1,369,000

The landfill monthly meeting revealed that the 2500 tons of salmonella contaminated materials were being dumped.  To quote from the meeting audio “Ahh they kind of came in on us unexpected so they sent us over our —- in one day so more than likely we will be receiving a notice of violation for that day. We put in a request to increase our — temporarily to be able to accept those materials. The first day was kind of a mess if you will. They just started hauling in on us; we did not know exactly what was going on, or why it was happening.”

File 7 has the cost of hauling landfill leachate out of the county once again negatively impacting the ability to pay back money borrowed from the General Fund. The quote here is “Ahh going through our expense reports ahh we don't have a lot of choices on where to come up with money to cover the additional leachate generation for the rest of the year. And there is only one place and I know you are not wanting to hear where this needs to come from and that is the General Fund repayment. Unless somebody has a better idea on where to take money from but that is the only place. We have some money left in financial assurance but we have already taken out of that.. I think I have $150,000 appropriated for the ahh for the financial assurance but as I look through our expense reports there's just not anywhere for it to come from. So I think we are looking at close to $90,000 to get us through the rest of the year, at the current rate of generation.  Any unforeseen weather or circumstances so.”

Unknown – Last week we had the tonnage issue that I spoke with you about, I don't know if you shared it or.

Commissioner Stonecash – No ahh

We had P&G is cleaning out ingredients and materials that were recalled due to salmonella contamination. Ahh they kind of came in on us unexpected so they sent us over our —- in one day so more than likely we will be receiving a notice of violation for that day. We put in a request to increase our — temporarily to be able to accept those materials. The first day was kind of a mess if you will. They just started hauling in on us, we did not know exactly what was going on, or why it was happening. So we were working that first day to try and get a hold of somebody, the following day we were able to get a hold of somebody and we discussed it. They are working with us right now to keep us under our daily tonnage until we can get a temporary use. So they can get those materials as quick as possible, because they are shut down until everything is out of that facility, before they can get more materials in and restart production.

Steve Simmons – About how many tons are they estimating?

Unknown –They are estimating about 2500 tons of material.

Chris Day – What is the daily limit?

195 – 195 tons a day

Tom Barnes – How many did you take in that one day?

Unknown – Almost a hundred ton over that was what they brought in on us. We were at 280 something I believe

Chris Day – What are they bringing in? I mean what what?

Tom Barnes – It's product

Unknown – It's ahh

Dave Wesler – what are they hauling it in with?

Unknown – Roll of containers

Dave Wesler – .. How many more days are we looking at?

Unknown – ahh depending on if we can get that temporary increase, they can probably have it done in 10 or 15 working you know days. If we can get that increase, if not it is going to take them a lot longer and of course they're wanting to get it done as quick as possible. So they can utilize their facilities up there.

Dave Wesler – Sure

Tom Barnes – Did the district office give you any indication of how long it takes to get the temporary?

Unknown – It takes about two to three days so we hopefully will be here or Tuesday.

Steve Simmons – They typically grant those for 30 days. We had talked about raising our annual, I think our next one is up. I think the next one is up at 495 or 498

Tom Barnes –  It's close to 500 tons but there is a significant fee increase that goes along with that. Typically we don't generate that much tonnage in the county to justify that additional expense. This would have been better if we knew they were doing it.

1 hr. 45.5  minute mark    Steve Simmons –   At the Village – Township meeting, I don't know if you are going to be there Chris or not.  Ahhm and maybe we don't, but it needs to be addressed though about Goose Creek with the Village and Township people. I think it need to be addressed at that meeting on Tuesday night. How we want to do that I don't know. We kind of need the position of the Commissioners on this also.

Chris Day –   Yeah we got to… funding options for the water and waste water of this Issue 2 Project. We met a ???? Frank Leon, he's given two applications, one is for a grant loan and the other one is strictly loan. Ahh I really haven't seen what he ended up with ?????? going strictly ahh for money for the waste water safe on this. Because of the way the application is scored. Ahhm and if we want to try and get that in this funding cycle we need have conversation with the villages and see if we can go with that project out there and what their thoughts are on that. I plan on attending I mean I don't have a problem attending. I can speak to it that is fine.

Chris Day –  It basically gives us two more years to of breathing room to get this up and runnin so ahh Steve and I have met with Frank and we discussed it ??? this project as an option

Steve Simmons – Then the meeting on Monday Bob we will take a look at the rank and score village and townships projects and then by that time we would have the city projects scored and we would have the county projects scored. Then we have to develop our our ahh list and then we award county priority points 5-10-15 is what I think it is. Or somethin I don't know, it changes all the time but we got to award county priority points
