1 hr.   25.5 minute mark     Bob – "We're going to talk a little bit about economic development at this time. In fact we did visit Van Wert yesterday, talked to Nancy Bowen Economic Development head. We also talked to Kate Gribble President of Van Wert Chamber of Commerce. We got some very good information regarding their economic development program and how it is made up. Going with us was Mr. Day and myself, Connie Crowell and Matt Appenzeller of the Chamber of Commerce. Now, I'll turn this over for comments Mr. Day?

1 hr.   26.9 minute mark     Chris –  Oh I just did a synopsis and I haven't completed it but some of the interesting facts that we found was that Van Wert County is only 30,000 population. The City of Van Wert is just over 10,000, so that just put them into the city bracket. But their annual ED budget is $135,000. They get the bulk of that from the bed tax, which they receive about $73,000 out of that bed tax. Is that correct?

Bob – yeah that is correct.

Chris – They are a participant with OSU Extension office and OSU matches to the tune of right around $40,000. And they receive…. they have two revolving loan funds. I didn’t get that information that the one ahhm the one brings in..however between the two they get about $12,000 in admin fees for the ED department. The one revolving loan fund has about $2,000,000 in it the other one I forgot to ask about. Ahh I guess the interesting thing was that the 135 pretty much just takes care of the ED, her program coordinator, their transportation and then the ahh the one thing that their marketing from what we could figure out, they market to the tune of about a hundred thousand dollars a year.

Bob – That's through the Chamber correct?

Chris – Well that’s through multiple sources. They have ahh they have the chamber they have a chamber that supports it. The chamber does the bulk of their marketing or assists them with the marketing ahh.

Bob – the CIC also

Chris – The CIC they had ahhh a Main Street that is also a partner in that. They have two Port Authorities. One is the Port Authority for the County, the other is the Port Authority for the airport, they participate in the marketing.   So they got multiple sources but the bottom line that I thought was interesting is that their marketing to the tune of about a hundred thousand a year. Ahh the other part of that ahhh is that the ahhm CIC and the Chamber ahhh take care of a lot of the ahh additional costs as far as bringing people in and things of that nature. You know trying to ahh bring prospective investors to the community and any additional moneys that are needed to ahhh take care of that the Chamber and the CIC tend to foot the bill for that.

Bob – Right.

Chris – So realistically they probably have about a $300,000 a year budget. That's not..

Bob – Not unrealistic.

Chris – Unrealistic budget. Did I miss anything?

Bob –  Well no.. the only thing is that I want to stress maybe is that you know here is the complete community and by saying community I mean countywide partnership. That everybody works for the same goals and promotes and markets economic development. It's a partnership without having any personal goals; it's the goal of the community, which is important. Saying that I think it is important for us to explore this model if you will further and ahh contact OSU and the person of John…

Chris – Ok?  Connie's got it.. I don't.

BobJohn Conglose  ( http://landuse.osu.edu/PDF%20files/Subdivreg.pdf  ) and I'll ask Connie to do that and set up a meeting either here or if we need to travel to Columbus or where ever to seek further information, further break down of how that situation works. I n view of our previous experience with OSU and aahh try and get some specifics specific ahh points and ideas put on paper.

Chris –  Yeah I… I agree with that Bob and I think I just wanted to go over the point of interest on my notes that I ..we are all on the same page.  I think this ahh we need to have a discussion when we have a full board here.

Bob – Yeah

Chris – I do ahh, we get into this a little bit further but their program is run through the Extension office, through OSU. Ahh one of the questions that was asked that we did get clarified was this Nancy Bowen is an employee of the Ohio State University, just like Pat is and she falls under the scope of the four program areas that they provide. So we need to talk with her state supervisor, this John Conglose  

Bob – Conglose I think.

Chris – Ahh to find out how that works because ahh ahhh I guess my biggest concern is we hire someone for economic development and look at the Fair..look at 4H. So those are questions we need..

Bob – Yeah and we will pursue that in the very near future. Do to the projects we have going, we certainly need to advance our economic development department in Preble County so that we have somebody working full time for that effort. But your right we need to have a full Board here.

At 1:00 Friday we go to Versailles for our County Commissioners meetings with the other counties.

Sunday we have the Boy Scouts at the Catholic Church here in Eaton (2:00) Josh – Eagle Scout

Next Tuesday we have a meeting with Sinclair for the Chamber Foundation at 2:30
