Wesler out as Commission Rep for Stateline Development

This meeting has David Wesler recusing himself from consideration for the County Commissioner seat on a committee for what is being called the Stateline Development District. That seat will go to Denise Robertson. David had volunteered/self appointed himself to the position at the April 24 commission meeting.  At the April 29 meeting the seat appeared to switch to Denise Robertson but Chris Day was out of town that week.  At the May 13 meeting David was endorsed by Chris Day, Bill Sweet – Jefferson Township Trustee and Rick Van Winkle – Mayor of New Paris.  Denise Robertson pointed out conflict of interest issues David has in Jefferson Township. I pointed out that David had previously recused himself from the discussions and choice of a developer for Goose Creek because of a friend working for one of the companies.  At this May 15 meeting David listed multiple past cases of his recusing himself. The Prosecutor’s office had been contacted to rule on the issue and apparently said to take it before the State Ethics Commission. Citing the time required to do so and the Stateline Committee wanting to get started David removed himself and endorsed Denise Robertson.  David Wesler has had over a decade to address the Stateline Development but spent it on pushing Goose Creek. Three weeks were wasted on what should have been obvious from the start.

File 4 has an interesting discussion and attempt to rewrite history with regard to the Farm Bureau involvement at Goose Creek. There is a Farm Bureau policy meeting on June 7 which is a day the commission will be in Columbus for Summer Conferences.  The Commission plans to attend the Columbus event.  David Wesler claimed; the Farm Bureau was opposed to economic development this last time. I still think they need to come out with something positive for jobs.” The comment was rightly contested by Denise Robertson who said “They weren't opposed to economic development they were opposed to Goose Creek.”  I recommend listening to the audio file.  I attended the 2012 Farm Bureau Policy meeting and addressed the issue of Goose Creek.  My suggestion was; the best way to stop Goose Creek was to stop the JRS grant.  The previous county commission decided it was more important to attend the 2012 Summer Conferences than the Farm Bureau meeting on policy. The Farm Bureau is not against economic development and no attempt to rewrite history by David or anyone else will change that. Here is a post from August 1, 2012 that states the Farm Bureau was against the use of Public Funds for Goose Creek Crossing.  My memory is that had there been developers committed to the project their position would have been different. 

Goose Creek also involved developing farm land and there were land owners in the area against the project.  On July 11, 2012 the Farm Bureau held a meeting at National Trail the same night as the previous county commission and those meetings were covered in the Register Herald, read the story.  

If economic development is the most important thing facing this county and the Stateline project is important then my suggestion is that the commissioners attend the Farm Bureau meeting and advocate for it.  You the public can judge the priority by where the Commission is that day.

David Wesler – Well that is what we were trying with economic development.

David Wesler – We need them to be in support of jobs.

David Wesler – You know Denise I'll go back to the first time when we went through Goose Creek, there was no opposition at the meetings and everything was going pretty well.

Denise Robertson – Was that 10 years ago? The bus trip?

David Wesler – Yeah well after the bus trip was when we had our public meeting in probably 04'. Could have been the beginning of 05' Not quite 10 years ago yes.  Damn close.

37.5 Minute mark    Connie – I talked with Katie regarding an opinion as to a conflict of interest on the topic that we talked about on Monday. For you (David) to serve as a representative on this new project David. If you are interested in that you will need to contact the Ohio Ethics Commission yourself. Apparently this is the procedure to inquire or ask your own questions on possible conflicts. So I didn't know if you wanted to continue to proceed with that?

David Wesler – Well I would love to serve on the committee. I do ahhm appreciate them saying those kind comments they made. Anytime Connie I thought I needed to recuse myself I have and I think you will agree with me that I have been very cautious in that area. One of them was when my friend's company submitted for the second phase of Goose Creek, I recused myself there. I recused myself when Channel 2 wanted to put the tower on top of the Sheriff's office, the little weather station. I recused myself when we did something with Xavier University and I mowed around the tower up on the property in New Paris there, I recused myself then. Anyway I was very cautious on that but at this point I appreciate what they said I appreciate Denise wanting to serve on the committee. I would like to be involved in it but what Katie says you know it's not worth it to me to try to go to the Ethics Commission and wait a month or two or three or however long it is and slow this process down. These guys are wanting to meet right now and all we need is a committee representative to bring back the information on the Board. So that is what I say. So I would say if Chris if you be ok with Denise serving on it

Chris Day – That is fine.

David Wesler – Then she might as well because I don't see the need to go to the ethics commission and going that far.

Chris Day – No that is fine with me.

Connie – So I just need to advise

Denise Robertson – They wanted something in writing so write them something.

Connie – Address it to Shawnda?

David Wesler – I suppose so. I would

David Wesler – Yeah Shawnda or the Partnership and maybe the Mayor and Bill Sweet.
