Talk of Creating a Reserve Fund – Waste Gasification – New Vehicle for Commission?

File 3 has Commissioner Wesler explaining further the issues raised last week on the county cash balance and the discussed creation of a reserve fund above and beyond or at least separate of the General Fund. He explained that the $2,131,632.85 carryover from 2010 was “fictitiously higher” than what it could have been due to $214,000 that is waiting in limbo for two to three years and “probably a hundred thousand surplus from the Conveyance Fee”. The Budget Commission meeting held on July 19, 2010 had mention of that $214,000 unexpected sales tax payment from the state. Similar cases of the state giving other counties a large refund and then coming back later and wanting the matter back have caused much hardship for other county governments.  Yes the conveyance fee is part of the General Fund and that decision is the fault of this county commission that should have earmarked it for the stated purpose use of economic development. They put it in the General Fund so take responsibility for it being included in the carryover total. This agreement was reached at the August 24, 2009 Commission meeting. It passed at the August 26, 2009 meeting.

Commissioner Bob Stonecash: At this time the entire 1 mill should go for an office of economic development.  Now you need to track that, however maybe we receive quarterly reports as to what kind of money is in that. Quarter or semi-annual until such time as we can act upon hiring an economic development director and I would hope along the way that the rest of the villages and the city and townships in Preble County all join together to make a strong a strong alliance to take this county forward.

What Commissioner Wesler is saying is that if that if you subtract the $300,000 from the reported $2,131,632.85 there was essentially a $1,831,632.85 carryover. Ok fine, if the object is to make the total look more accurate then let’s include the purchase of the 30.39 acres of land the commission over paid for on July 9, 2010. You should also subtract the $424,000 that is due by the same date in 2012,  the same two year time frame as the unexpected state sales tax you want included.  If that debt is not paid the county forfeits the 10% or $47,175 that was paid down on the property. If the county includes that projected debt repayment the total carryover was $1,407.632.85. Gee, guys that total is right in the ball park with the $1,440,000 that Chris day mentioned last week. Unless of course you plan to forfeit the $47,175 down payment?  The point being that for all intents and purposes and based on the recommended $1,444,000 carryover, you have already created a reserve fund to meet future debt payment on Goose Creek. You just have yet to call it that but the debt is there and the payment will be made directly or by a loan to pay for it.  That being the case you have already made decisions that have impacted other county departments because of it.  I’m just saying; let’s tell the people the whole story. If you take on debt at Goose Creek the money will have to be repaid and a good bit of debt repayment looks like it will come out of county taxpayer money.

File 6 – 9 has a very interesting meeting on Waste Gasification. It is an amazing subject and I recommend you read the transcription, listen to the audio and watch the video included. This could be a major investment in Preble County. It also highlights the previously incompetent decision to pipe landfill leachate to Lakengren over Camden that lead to a lawsuit. This plant if built would be across the street from the landfill in the area of the railroad.  They may even be able to use some of the leachate. There is at least one negative and that is the truck traffic hauling Montgomery County trash to the facility. I think that

File 14 closes the meeting with another discussion on the purchase of a vehicle for primarily Commission use but also available to others in the courthouse. The commission has six vehicles that can be sold to raise money. If those vehicles are not needed or wanted then I think they should go for a new vehicle and stop talking about it. Heck, even I am tired of hearing about it. Get a small white SUV and have the county seal painted on it with the name Preble County Commission. You are going to be out representing the county and if the Engineer, Veterans Services and the Ditch review can all have new vehicles then the Commission should not be driving left over Sheriff’s Department Cruisers.  I know you guys probably like playing with the siren and lights but you will have to get over it.

Commissioner Wesler – Connie you know ahhm what Chris brought up the other day about what we learned at our session there the other day about ahh offsetting budget concerns with the setting up to 5% of your out of your appropriations budget that a side. Ahhm you know our General Fund is fictitiously a little higher than what it could potentially could because of the $214,000 that is waiting in limbo for potentially what up to two to three years?

Commissioner Wesler – And also with us putting the Conveyance Fee in the General Fund we have probably a hundred thousand dollar surplus just from the conveyance fee for economic development. And that might ahhm raises it up enough that's $300,000 probably right there at the moment that raises it above and beyond what our you know usable balance is really, for General Fund purposes so. I think we we like Chris said we probably should pursue that. I guess what I'm not wanting to do is to put too much set aside at the moment and then have to go right back and ahh you know some people think that we're trying to hide money somewhere. This is money that really we shouldn't touch and use for our own General Fund purposes. So I think we need to have that discussion again at some point.

We got excited about this project 11 years ago and started to pursue it will our own funds. We're not here asking for any funds so relieve your selves on that one right there. We put about $2,000,000 into the project initially for a small gasifier. We got that idea sort of from coal gasification which is sort of becoming the thing to look at along coal for low pollution emissions. So we put a million and a half two million in to a pilot project. We were real pleased with it. We went back to the state of Kentucky and they were very reluctant to even work with us because they felt like it was an incinerator which it is definitely not an incinerator. They gave us a chance to put our permit together and we had to build the plant first. They said; "Now if you guys want to build the plant, we will give you a construction permit and if you get it finished and it is successful and hits all the air emissions." By the way our air emissions people are out of Cleveland so another plug there. But if.. Hello

We asked the guys if we could get it permitted and they said yes if we hit the numbers and we did. So we spent about I don't know another $15 million on the plant to this point. We did our air emissions and we hit those extremely extremely low. Much lower than incinerators and on our ash analysis we were less than detectable limits…… We ran the plant for quite some time, we are replacing a boiler now that should be delivered in July and we will be running 24/7 there putting power into the grid.  We recycle everything that comes out of the plant…We generate electricity for 50,000 homes a day.

We have been working with RP&L Richmond Power and Light locally for quite some time. It looks like we are going to be doing a plant with them. There have been a lot of radio broadcasts and that sort of thing about out plant. They have been to our operation twice; we've been here three times. We have also talked to Bob Downey at Montgomery County transfer station and they have 1500 tons a day. Our thoughts or proposal to you guys for your consideration would be too you're strategically located here between Richmond and Montgomery County. Montgomery County is going 90 miles with their trash everyday from the transfer station. So our thoughts would be to look to see if we could work with you guys on a plant on your landfill or adjacent to your landfill actually across the road near the railroad tracks. Then that would bring Montgomery County's here and we would process the material at the waste energy plant and if we were down for the summer for a couple weeks for maintenance in the fall then we have a fall back on the landfill. Then we would look at you know compensation to you all for a reduced rate for your material that would take the load off of your landfill and the pay you a figure per ton for the material which would basically be Montgomery County if we are able to strike a deal with them which is 1500 tons a day and let's say if it was a dollar that'd be $45,000 a month revenue at 1500 tons a day somewhere in that range. Plus your landfill costs would be I think substantially reduced because we would be somewhere in the 30 to process yours and then we would use your people and probably hire some additional individuals to run the plant. The plant is roughly a hundred million dollar plant and we absorb all that costs ourselves. We put the plant in and we would have a company that would help us run it and use your employees and you could still use your landfill if you wanted to. But at 30 some bucks it may or may not save you any money I don't know exactly what your landfill costs are but you can do it either way. We also felt like we might, this is not for sure but we might be able to take some of you leachate expense out if we put in a plant and use your water from the leachate for our fresh water. Which is a very green issue that would I think would be viewed highly. The waste standards with this type of plant with the low emissions is considered a very green process. We recycle right down to staples, nothing goes to the landfill. We use the ash as a filler for concrete blocks, you can use it for glass, it can be used as asphalt. So I just wanted to give you a little overview and then if don't mind we will show you a seen minute video this is from out plant. I think will make a lot of sense to you after you see it.

45.5 Minute mark  RP&L, their electricity generation is extremely expensive compared to some of the cheaper power plants in the area. Consequently they only actually ran about two three months out of the year. So obviously with the people still remaining on their cost per kilowatt is really expensive. So they have a 33 megawatt and a 66 megawatt coal fired generator and we are looking at putting a 1500 ton plant there to provide steam through the fence so to speak to their turbine. Here we are proposing a turbine generator here. But there we would just be providing them with the steam to turn their 66 megawatt turbine. We think that by doing that that they will be able to keep their doors open which it doesn't look like they are going to be able to for another year even. There are people that have been there almost 40 years and put their kids through college and everything and they want to keep that plant running. Although we are in the coal business we kind of shoot ourselves in the foot by kinda taking coal out of the equation, this is what we are also doing now. Like I said we have talked to Bob Downey over at Montgomery County… they don't want the plant on the property because there is just not enough room. Discussion continues

The Preble plant would be an additional plant.  This plant would not be able to take all of the estimated 10,000 maximum gallons a day. It would have to be run through processing first; water has to be perfect for the steam turbine.

Connie you said you got an email from Sheriff Simpson and I talked to him at Rotary and as this paper says the ahh he told me that the total price would not exceed $5,500 but could be less. Depending on what was actually needed.  

Connie – … This company is out of New Jersey and to install it is $500.  And this other quoting walk through $3,675 and there is just a little bit of a discrepancy from the state bid so we are looking $9,175. We had extra money in maintenance but that was for the purpose of boiler….. Further discussion.
