State Rejects Goose Creek for JRS Grant – Commission told Rail is Important – Camden Leachate Trial to Begin MAY 7

Chris Day read into the record a letter from the Ohio Department of Development turning down the Preble County JRS grant application for Goose Creek Crossing. The last meeting of the day is a conference call with state officials on the issue.

Preble County Auditor Mindy Robbins reported the General Fund cash balance to be $3,839,884.65.This is a record and has lead to many referring to it as the Goose Creek slush fund.

The travel requests show Chris Day jetting in for a “Dayton Fly-in” to Washington D.C.  at a cost not to exceed $2,000. Shawnda Combs will also be attending but the Partnership will pick up the cost for her. The taxpayer will pay for Chris Day’s trip; the reason given is to maintain ties with elected officials. That or there is a chance he will be defeated in the fall and not be able to bill a trip to the county next year.

Jean Bussell and Jeff Seifert presented the County CVB update. They requested that an owner of Buckeye Jakes be appointed to the board.  There are seven empty seats and I expect Shawnda Combs will be asked to fill one of those.  If this happens it begs the question of where she will find the time as she has complained of not being able to do it all.

Skipping ahead to the ODOD debriefing on the JRS Application for Goose Creek and the obvious disconnect between this Preble County Commissioner and reality. The biggest negative given by state officials was that the county only had an option to buy on some of the land (30.29 acres) with no control over the entire site. This is a point covered on this website numerous times and at the joke of an educational meeting this commission held last summer.  The county neither owns nor has an option to buy any land on Rt. 127, the land they do have an option on is behind the Pilot Truck Stop and motel. What came next was this comment: File 9A  about “access to rail becoming more and more important”.  Please take the time to review the January 25, 2010 meeting.  Another issue negatively impacting Goose Creek is income tax, National Trail School District is at 1.75% and any additional tax added through a TIF or JEDD will raise it to a level well above the 2% level mentioned in this file from that January 2010 meeting: File 10A. This commission is guilty of not only abandoning the leachate route to Camden favored by previous county commissioners but also of not leveling with local officials about the negative impact of high local income taxes. This is relevant because what passes as an ED Director in this county will be holding a May 17, workshop on TIF’s (Tax Incremental Financing) and JEDD’s (Joint Economic Development District).  What should concern the citizens of Preble County is that both Chris Day (up for re-election in November) and what passes for an ED Director made comments after the conference call that indicate they still don’t get it. The comment by the ED director that Goose Creek “ is a great site” shows they are both ignoring this stated view of the JRS review committee.: Rail was important in 2010 and it is was mentioned again on April 23, 2012. The problem is; this commission still does not get it. Chris Day needs replaced in November and if the ED Director does not soon get it she should follow. Career bureaucrats should not be playing suburban sprawl at Goose Creek with taxpayer money. Those who follow this website know there have been comments that many of us just don't understand what needs to be done to spur growth. A review of the money pit known as Goose Creek shows that it has been reviewed through three rounds of JRS grants and turned down all three times. The facts are there is a bulldozed gas station on the south side of Exit 10 and a restaurant that has been closed for years. My view is that it is the Preble County Commission that has an issue of trying to force growth where traffic patterns and the public have already shunned it for Eaton and Richmond at the Stateline. There are better places for development in this county, this commission needs replaced. Given the incompetence voiced at this meeting the Preble County taxpayer should look for this commission to blow another $400,000 plus on the option to buy 30.29 acres  of rural farm land behind the truck stop and motel at Exit 10.

The Camden leachate trial begins again on May 7, the Camden route has rail access and highway frontage, something Goose Creek does not.

It is not clear if this is a new fee or a renewal.  Discussion on fracking and Ohio having the second lowest tax in nation (California is lower). Governor would like to see it raised to the range of Texas. Legislature sees it as a tax increase but Dave see it as a tax on the oil companies. CCAO would like it to see come as a return of LGF. One well in Belmont County is now producing 2% of all the oil coming out of Ohio. Out of 64,000 wells.

No rail    This is of interest because on January 25, 2010  (I have left the audio online for this meeting so that anyone interested can listen to three fools negatively impact the future of Preble County.) this commission voted to build a leachate line to Lakengren instead of Camden, Camden has rail and highway frontage. There was a meeting that day with Brewster Rhoads and Kevin Carver, two of the state of Ohio's top economic development people and they asked about rail. These three commissioners never mentioned Preble has a site in Camden that they turned their backs on that very morning. Also mentioned that day was the negative impact of high local income taxes with people in charge of deciding where to locate businesses. A 2% level was mentioned as a threshold and Goose Creek is in the National Trail District which has a 1.75% school income tax. So just how important is rail in the selection process? Here is either Valerie or Amy at just before the 2 hr. 6 minute mark: File 9A .  

Six of the seven sites funded had very good rail access, the other was in the middle of Cleveland. Site selectors are finding it a premium.
