JANUARY 22, 2020

5.25 minute mark     I. OPEN MEETING

II. CALL OF ROLL

III. PLEDGE OF ALLEGIANCE

IV. PRAYER

7.75 minute mark      V. PUBLIC COMMENTS

Jerry Wick of West Alexandria speaks on proposed Sewer District 6 issues. …appears there will be no public funds to fund sewer district 6 (Glenwood area) he claims this contradicts comments from County Engineer Kyle Cross previous comments. Jerry says that County Commission candidate Rachel Vonderhaar visited the site producing 25 – 30 gallons of water that could make a person gag flowing into a catch basin. Listen to the audio.   Jerry- "Sewage swamp back there" at trailer park.

12.25 minute mark     Commissioner Robertson – I do think it is time for us to call the health department in… we need to start going to the property owners and trailer park and looking for our own resolution.

13.5 minute mark    Commissioner Creech – … the commissioners have no say in thisevery time you come in here I hear you

15.25 minute mark    Commissioner Robertson – We have a grant to design something out in that area…

not a done deal

21.5 minute mark   Mary Bullen – on issues that seem to drag on in Preble County without being resolved. Mentions Sewer District, Arts building, and Fairgrounds issues. ORC 1711-31.   Listen to the audio.

24.6 minute mark   Jerry Simon??? (not sure on name) not a resident of Preble County. Has a business across the street.  Talking about previous Art building and currently on Board for Art Center. she is sometimes hard to hear

30.75 minute mark   Commissioner Robertson asks if she has read the contract.

32.4 minute mark   Commissioner Creech – I believe in contracts, I believe in handshakes…. why did you put a quarter million dollar property on county property?  That is not good for anybody.  Listen to the audio.   Feels issue can be taken care of after lunch.

35.25 minute mark   Mary Bullen asks: "may we hear from Chris?"

Commissioner Day – Sure. … when Art Association is done with it, it reverts back (to county). That is as plain and simple as it is. Listen to the audio.

35.75 minute mark  Mary Bullen – Listen to the audio.   offers response to Commissioner Day's comments.

37 minute mark   Commissioner Robertson – not everybody feels the same as you do.. there are people adamant in the other direction and we represent everyone. Wants resolution fair to both parties….

Mary Bullen  – you were elected with the hope that you were smart enough to make the right decisions….. for the benefit of Preble County….. you have the money.

39.5 minute mark    Commissioner Creech – … we would not be giving you anything we would be selling the land.

Commissioner Robertson – we would be putting theland up for auction (state requirment).

Commissioner Creech – …cash balance has been growing about a half million a year.

(This should be checked but; My memory is that Preble County has the inside millage maxed out at 10 mills). My view is that the maxed out inside millage is a main reason the General Funds continues to grow.

41.5 minute mark   Jim Simon – gentleman offers his memory of 30 years ago regarding Art Association….county did not want to sell the land…feels it would be very easy for the Art association to raise $15,000.

Commissioner Creech – Just to clarify; Jim that is $15,000 per acre and the property is 2.1 acres. We have an opinion from the Prosecutors office…all we have to do is follow it.

45.5 minute mark   New person comes to podium (man) low volumn issue  supports previous speakers.

47.5 minute mark   Commissioner Creech –  first opposition that I heard was last week, they thought we should honor the contract….. fair to renegotiate.

5.5 minute mark   V. PUBLIC COMMENTS

Jerry Wick,  from West Alexandria on proposed Sewer Distric 6. He reports an inspector was sent out to the trailer park on January 6, of this year…There is raw sewage running above the ground from septic tank….no underground septic or leach field.  Bravo to Jerry Wick. There is a expensive travesty being inflicted on residents of the area proposed as Sewer District 6.  My personal view is if there is an area known to be causing the raw sewage issue then that area needs addressed. As it stands now; far to many property owners are being dragged into an expensive solution to a limited problem.

12.5 minute mark

Nancy Allen Petty? from Eaton. This the Board that was in effect when the Preble County Art Association planning, raising money for what at the time was  the new Art building on Hillcrest. Recent Register Herald newspaper article was misinformed. The lease was not created on a napkin (As reported in the RH – Commissioner Creech claimed a napkin). It was a well planned reform for the Preble County Art Association. Listen to her.  If the building is no longer used by the Art Association then the building and property were to be returned to Preble County. …30 years ago… but the lease is still a valid and legal document.  Property should be returned to Preble County.

16 minute mark   Comments from Commissioner Creech on his "napkin" comment.

Nancy was on the original Board.
