Representative Buchy responds to an email on CAUV and high property taxes.

Some of you have had questions on CAUV and my friend Emmette has an email response from Representative Buchy on the issue that he shared with me and others. I am sharing the response with you.

_____________________________________

Good Afternoon,

Agriculture is the number one industry in Ohio and our area is the number one agricultural producing area of the state.  For this reason, I request to serve on the Agricultural Committee every General Assembly.  Defending agriculture has been a priority as I have served you in the legislature.

Agricultural practices have changed a lot since the 1970s. When I say that, I mean more than just the size of the machinery we find in the fields.  From the rise in popularity of no-till planting to the advanced practices we are now implementing in nutrient application, agriculture in Ohio has a whole new face

As time has moved forward, changes in agriculture have required updates to Ohio law and each time this occurs I have worked with the commodity groups to promote the growth of production agriculture in this state

The constitutional formula for CAUV cannot be changed as easily as other aspects of the law because it is in the state constitution, which requires a vote of the electoral public. This formula has been the same since the early 1970s. By now, farmers have seen their tax bills this year and in many cases there are some substantial increases.

I have been discussing this issue with the commodity groups and I agree that we need to ask the Ohio Department of Taxation to do what they can to avoid future issues with the CAUV formula.  The current factors are outdated and in order to ensure the tax burden is placed in the correct place, updates are needed.

In a letter I sent to Tax Commissioner Testa today, I asked him to consider recommendations he was presented by the Ohio Farm Bureau.  The recommendations consisted of the following:

Fifth, vinegar, honey tea – skin moisturizing, anti-aging Ingredients: vinegar 15 grams, 10 grams of honey, ginger 2 djpaulkom.tv on line levitra grams.
1.       Improving the accuracy of the capitalization rate used in the formula by amending the debt/equity split to 80 percent debt and 20 percent equity

2.       Improving the accuracy of the capitalization rate used in the formula by increasing the lone term to a 25 or 30 year fixed lone term

3.       Improving the accuracy of current use values by using more timely data in the formula to allow improved responsiveness to changes in the farm economy. This can be accomplished by releasing final values in May of the current year, after updated budgets, yield data and rotation date become available.

4.       Improving the accuracy of woodland values by updating and increasing the conversion costs deducted from cropland values to accurately reflect the true cost of converting woodland to cropland.

Unfortunately, making these changes legislatively is not in the cards, which why I have directed our concerns to Commissioner Testa.  If I hear back from him, I will forward his comments on to you.

I want to hear from constituents, which is why I have developed a CAUV Survey to allow you to quantify the impact the CAUV is having on your family this year.  Please complete the survey at this link.

Sincerely,

Jim Buchy

Land Use Management Update – Glenwood to be a county sewer district with cost to residents still unknown

This meeting has Brad Kramer’s first “Update” for the Office of Land Use Management.  It has been a very long time since there has been a report from this office and this was an excellent start.

Next was the Glenwood issue and the news does not appear good for the residents involved as the county will be creating a sewer district but at this time has little to offer on the cost to families and businesses in the area.   A question was asked about West Elkton and let me tell you that other meetings have covered the issue that the majority of residents have their sewage bill put on their property taxes as they can’t pay it monthly.

Preble County 2015 Election Information

This information was provided to me in an email from the Preble County Liberty Group:

Here are a couple of links referencing the forthcoming 2015 Elections (it never stops, does it?).

2015 Election Calendar: http://www.electionsonthe.net/Oh/soselectioncalendar.pdf

The PC Bd of Elections home page offers helpful information: http://www.electionsonthe.net/Oh/Preble/

On the left hand column of this page various links appear, including a link to "Elected Officials" which provides additional links as follows:

        Ohio United States Officials

        Ohio Officials

        County Officials

        Township Officials

        Municipal Officials

        Boards of Education

At the various "Elected Officials" links you will find numerous offices that will expire at the end of 2015 which will be filled during the 2015 elections.

One example is the Board of Education, Eaton Community School District, where two seats are to expire 12/31/2015:

Terry V. Parks 158 Hatchet Dr., Eaton, OH 12/31/15

Joseph E. Renner 528 S. Barron St., Eaton, OH 12/31/15

Similar opportunities may be found for county, township and municipal officials.

If you find interest, you might check the link offering guidance for filing deadlines and so on.

At the current time there appears no link to Republican and Democrat Party Central Committee information, but the helpful staff at the PC Board of Elections was kind enough to provide the information on register there.  The two attachments contain Central Committee Information.

Those PCLG Associates who might be interested in seeking positions on their respective party's central committee might peruse the attachments to find opportunities there.  It is noteworthy that several Central Committee positions are unfilled in both political parties.

Poll Workers: Additionally, the PC Board of Elections has expressed some difficulty in locating Democrat Party volunteers to work as Poll Workers in Primary and General Elections.  PCLG Associates, along with their friends and acquaintances, affiliated with the democrat party might contact the PC Board of Elections to investigate opportunities as Poll Workers in the 2015 elections.  "Poll Worker" is a paid position and requires twelve to thirteen hours on election day.  There is usually a training class held prior to Poll Workers actually engaging in their duties.  The PC Board of Elections may be contacted as follows:

Courthouse

Office Hours: 8:00 a.m. – 4:00 p.m. (Monday – Friday)

And if you're not really interested in politics, always remember that politics and politicians are interested in you.  That interest is what drives spending at the municipal, township, county, state and federal levels where "politics" is most often left to the "professionals."  It is those "professionals" who have driven the national debt to a mammoth $18 Trillion, and growing by tens of billions each month, your pockets leaner, free (at taxpayer expense) cellphones filling trashcans after use, and a bleaker future for your children and grandchildren.

Even if you're not interested in running for office, check in at the county election-on-the-net website listed above to look at the ballots once they become available and prepare yourself for casting an informed vote during 2015 elections … then we can do the same thing in 2016.  Like a bad penny these things keep coming back for more … even after your pockets are empty and your back is against the wall.

A quote attributed to a sage from yesteryear might be contemplated as the political season prepares to repeat itself anew:

"One of the penalties of not participating in politics is that you will be governed by your inferiors." ~~~ Plato

When this was proposed the reason given was to keep up with Montgomery & Butler County and that in my opinion is a completely wrong reason to raise fees.  Commissioner Robertson who is against the increases requested a review be provided of counties that were of similar size to Preble and this meeting has the review of Clinton County’s fee schedule.  Commissioner Creech noted that Clinton County had one page and used a larger font than the three page smaller font Preble County document.  After the Budget Committee meeting Commissioner Day recommended tabling the proposal until Brad Kramer had a chance to get up to speed.  My view is that any county commissioner that raises taxes or fees just to keep up with the raises in another county when the Preble County General Fund is in record territory (as it is now) should be terminated at the next election.  These fees only impact county taxpayers and all of you are already taxed for being here.

Commissioner Day – Currently we have no fees for flood plains.

Clinton County does not have a re-inspection fee.

Commissioner Day wants to make sure the county is covering its expenses.

Commissioner Robertson wants to keep fees low and not raise them just for sake of keeping up with Montgomery & Butler County charge.

20.5  Minute mark   Apparently the county requires a permit for things like the replacement of a window or update you HVAC unit.  I think the county needs to pull back on some of these requirements or find some commissioners that will.

Commissioner Creech asks if the county could go to a simpler schedule like Clinton County of one page instead of the Preble County three pages of requirements.  Good idea and this echoes Commissioner Robertson.

Commissioner Day mentions that after the wind storm a few years ago there were residents that were taken advantage of and that is why some of these requirements were put in place. He asks what the cost is for NIC. Asks other commissioners what they want.

Commissioner Robertson is against raising fees just to keep up with other counties.

Commissioner Creech says he is new but that he likes Clinton County's one page and mentions that they even use a bigger font. Says he does not have a problem with the fees but it is not clear if he agrees with Commissioner Robertson or agrees with NIC that wants to raise them.

Membership on the PCDP (Preble County Development Partnership) meeting last night. Currently two voting members from commission is seen as a conflict of interest (Chris Day as current Commission President and Rodney Creech from the past as the Township representative). All commissioners or anyone else can attend but not all should have a vote.  Rodney says he has to quit and has provided 3-4 names of township representatives. It sounds like Rodney is also a sponsor with his business and will appoint a representative to vote.

First Quarter payment + money from involvement with the Warren County Port Authority has been mailed to the PCPD.

Discussion on meeting last night.  Listen to the audio.
