April 27, 2015, Preble County Commission Meeting Audio

Last week the audio files I received started coming in huge .wav files recorded at 768kbs. The audio you have been listing to is converted to .mp3 at 32kbs.  Last week’s two meetings came on a thumb drive and totaled 1.7 gig.  It now takes about as long to convert the audio as it does to listen to it. That crosses a time threshold that I am not willing or able to undertake. This will be the last meeting review unless the audio returns to a more manageable size and I am not holding my breath on that happening. The Wednesday meeting will appear as a single audio file with an agenda. I am not sure about next week at this point.

Commissioner Creech went to the ecoli meeting about Glenwood the night before.  Cost projected between $4 million & $ 6 million. Rodney supports an opt-out program and mentions Senator Peterson. Ten or twelve citizens attended. He also attended the Fair board meeting the night before. Mentions an are between Woodside & Wolf roads as possibly being included in the plan if they do the plan with over 300 homes. He also mentions a Victim Witness meeting.

Commissioner Robertson asks Commissioner Day about the PSAP meeting.

Commissioner Day ….if we are putting this on the ballot what is our message to the citizens?  The question is if there are any savings where that money end up?

Commissioner Robertson – so basically right now the City of Eaton is paying $400,000 for their own dispatch and we are taking it to every citizen in the county and asking them to foot that bill?

Commissioner Day – Correct. For one dispatch center yes.

Commissoner Creech – Their paying for the combination of the dispatch. Their not paying for Eaton's they are paying for the combination of the new dispatch center with the new

Commissioner Robertson – But right now Eaton is paying $400,000 for their own. Given all the call volumn that they would have – they would no longer be paying that and the county taxpayer will be paying that.

Commissioner Day – Basically I mean yes.

Commissioner Robertson – If you add the two together what we pay what the county pays and what the city pays it adds up to right around a million dollars. So ne we are shifting that million dollar burden to the county. The county taxpayers.

Commissoner Creech – One operation can be run a lot more efficiently than two.  County taxpayers need to also consider the fact that having two separate systems is an Emergency Issue. If for some reason one system goes down the traffic can be moved to the other system. That is an option that no claim of increased effeciency can make up for. This is an argument in favor of two systems that goes back to before this commission and change is not always better.   

It is my opinion that Commissioner Robertson is putting forth some good points. She mentions $400,000 in the 911 account that can be used for training and the amout has just been accumulating.

Commissioner Creech says that the state could come in and tell the Eaton that they are losing their PASP and then it is dumped on the county. Good point

Commissioner Day mentions comments from another meeting that the state is moving towards one PSAP per county and major metro areas. Agrees with Rod that we (the county) are probably going to end up with this all anyway.  

Commissioner Creech says Mayor Wagner says Eaton cannot afford to do it – they won't do it. Good point

Mandatory 40 hrs. a year training for each dispatcher.

Commissioner Creech – Our costs are going up no matter more.

Commissioner Robertson is for the merge but asking the taxpayer for more money. Eaton can still save money with the merge by kicking in half of what they are spending now.

Possibility of going to the communites that are using the county system to pay for the service. I've made this point in discussions – other communites are currently paying nothing for the service.
