License Plate Tax – Leachate – Preble County Economic Development Director as a party organizer

File 2 of this meeting has Preble County Engineer Steve Simmons mentioning the license plate fee hearings that will take place next week. The Preble Development Partnership and Preble Chamber of Commerce will be endorsing this tax increase in the county. Both Lewisburg and Eaton have recently levied the tax to insure keeping the money for use in their communities instead of throughout the county. It is a wise decision by them as this tax will pass in large part because of the stacked deck against taxpayers by the rubber stamping of the Preble Development Board and Preble Chamber.  There is no argument that there are infrastructure needs in Preble County. There is however an argument about how much of the increased funding will ever be used for it. As an example Steve Simmons brought up health care costs and future pay increases as the subject of a future meeting. Simmons has previously given out pay raises to his department in defiance of written Commission request not to while other county departments honored the request.  Any tax increase passed by this commission should go into some sort of escrow account or fund to be used for infrastructure needs or it will be used to finance pay increases for a department that as recently as 2008 paved a grand total of zero miles.

The Landfill monthly meeting had tonnage reported as being down and leachate up, 1.114 million gallons in April alone. The department had budgeted for 4.7 million but through April was already at 3.7 million. Commissioner Wesler mention a letter recommending restarting the leachate line to Lakengren that had been put off after Camden had filed suit in Federal court. That case was recently dismissed but it was mentioned by Preble County Prosecutor Martin Votel that he had been told that Camden would re-file in state court. Hopefully an injunction is forth coming shortly. In the short term the county is checking into renting a tanker and hauling leachate to Lakengren at the contracted price for the force main that the county plans to build.

Also on the landfill issue was a discussion for the much discussed trip to a Kentucky “Waste to Energy” plant. This plant would be like the one proposed March 7 to the commissioners. It was proposed to be across the street from the landfill and close to the railroad. Some issues cropped up as the impression given by the company was that they would be building one in Richmond, Indiana for RP&L and would use the Preble plant as a failsafe if the RP&L plant needed to be shut down for whatever reason. According to Commissioner Dave Wesler it is not a done deal that this company has any agreement with RP&L. This raised obvious questions that were voiced by Commissioner Stonecash.

File 12 has a lengthy discussion on the previously mentioned Commissioner Charity Ball/Gala. A good bit of this meeting was transcribed but not all of it due to the length. If you have time and want to be fully informed please listen to it. There were some recurring poor audio issues with poor volume.  Apparently some elected and nonelected officials have voiced concern on this Ball/Gala.  The Commissioners address many of those concerns. My concern goes back to the April 4 meeting and File 5; at the 56 minute mark Commissioner Wesler mentions running the money through a nonprofit and not being subject “audit”.  It is very common to run these types of functions through nonprofits to enable people a tax deduction. It is far rarer for a three term County Commissioner to have made a misstatement and mention avoiding “audit” as a reason. The idea of a charity is a good one but that comment raises a red flag and should demand some accountability.

Also of concern on this issue is the practice of this Commission to make use of the Preble County Economic Development Director as a party organizer/ gopher for this event. I don’t care whether she wants to do it or not. This only falls under the broadest use of a job description with regard to what county taxpayers were told she was hired for. No where do I ever recall it mentioned that the hiring of a Preble County Economic Development Director would also function as a Commission party organizer.

One thing that Connie and I have talked about, I don't think Shawnda has been in on this conversation yet is if you do give corporate sponsors as they did in the Courthouse, how much how many tickets do they get with their sponsorship? There's differences on that. Let me tell you what Geissman from Medina County says; she says if a sponsor gives $2,500, they still have to buy their tickets. She said they don't give a table for free. She says this is a charity and they understand that and they have no problems with buying their own. I f you guys want to give two tickets away for each donation that's fine. It is something I'll let you guys decide. Ahhm something else is what are the different levels of giving? I am just going by suggestions that she has done and it is $2,500, $1,500 a thousand, $500 and $250. She might have 750 in there I can't remember Connie, do you? Ahh see that is still to be determined, the meal is still to be determined but roughly 25. Ahhm decorations ahhm that shouldn't be a problem.

Ahhm and I just told Bob and Chris about the potential for instead of getting inquiries from different nonprofits is just designate one or two as they did up there and ahhm we can narrow it down between three to six I could see. Between one and for each of us and giving to these different charities and ahh it doesn't have to be the same amount to each one. And only after we found out how much money we made would we of course announce that. But we could predetermine who we are going to give to and then announce that for our when we send out the papers. The invitation to solicit I guess so. As Medina County did correct?

Shawnda Combs – correct and I did. And practically I don't think there is going to be a problem. —-???  audio issue  needs to be nailed down to the who what why and when. I looked at Medina's and their focus is on the average charity you know the things we hear day in and day out. I think at the time we have spoke about — make sure — I know all charities give to needy people but I of the mind that with who you give it to should be in some way something that continues to keep on giving so that it doesn't just stop at somebody's dinner table. This is something that could keep rolling, snowballing into something much bigger. I know I mentioned to the folks at the Partnership when we discussed this project was that somehow we tie it to the needs of economic development ie the workforce development part of our program. The robots r us program is I know uhm something that will continue to give and given the right way it will put our kids in a position that they can get a much higher paying job. CNN ran a special last night, the title was "Don't fail me", the premise was the robotics program for the regionals. Our kids weren't highlighted and they picked three different communities and they outlined what kind of classes the educational system would have in place in those communities to determine where their skill sets were to see who would rank first. Some schools don't offer AP classes and some that do, it all depended on the support they had. When they showed the footage of the competition Zerox was there, Intel was there some of the biggest and brightest companies in the world were there picking kids off the competition floor to hire them to keep them in their ranks.
