Landfill Assessment Hiked by 44%?

This meeting will be remembered for the mention of a 44% hike in the landfill assessment. Read or better yet listen to File 8. An example of the reason for it can be reviewed at the post of the August 15, 2011 meeting.  Read or listen to file 8 the monthly recycling meeting. Tish Plaugher mentions Henny Penny doing an excellent job with recycling. In 2008 they brought in 436 tons of waste and in 2010 they only brought in about 119 tons. They take the recyclables to Richmond and in 2010 they received $596,000 from Richmond Recycling.  That type of thing impacts the tonnage and income at the landfill. Throw in a down economy and there is a greater impact.  As a county we will pay more for less use at the landfill.  This year the county has been slowly reviewing a proposal to that would build a trash to energy plant across from the landfill and north of Camden. Those interested in the issue can review the archives. The last meeting on the issue was held July 13, 2011. There was also a meeting on March 7, 2011 on this issue.

23.75 Minute mark  Commissioner Wesler – I think that I would like to bring up that there was a Partnership meeting last night and Bob attended as a guest. They had what? Probably 15 people attended. Everything went very well. What they are very excited about is that grant that Sinclair is going for and they are asking for letters of support and that will be coming forth soon. The deadline is September 30, they would like to hit for a $250,000 grant, that comes out from. Who's that by? The Board of Regents or something like that.

Commissioner Stonecash – Yeah it's got to do with Sinclair's associations.

Connie – What kind of a grant is it?

Commissioner Wesler – A grant to ahh more or less have ahh a class on manufacturing skills. Which would really be good for Preble County and the region. They are on the fast track for that and will seek a letter of support from us in the near future. Other than that Shawnda gave a brief history of what she has been doing. I think the Partnership in general seemed very pleased with what went on. Her reports and what is going on. I gave a brief report on the Commissioners Charity Ball and ahh the nonprofit you know they talked about how they are a nonprofit 501-C3. Talked a little about that I hope all of them are excited, about that. That is about it, I saw the letters back there and they are going to go out later today.

Connie – Yes today. Did she have her part time assistant with her?

Commissioner Wesler – Yes, Sara Wyka was there and introduced her. They talked a little bit about getting a revolving loan fund started. Bob did you want to chime in on anything?

Commissioner Stonecash – Only that the Partnership in effect over a year? About right?

Commissioner Wesler – It's been well over a year.

Commissioner Stonecash – Could be a year and a half but it is very strong. The grant you are talking about can buy machinery, computers to train people for these manufacturing jobs that are badly needed by the industry that we have, cause the people that we have are not qualified to run some of those. So it is a pretty big deal.

Landfill Assessment Discussion

Connie – thoughts on our discussion about the landfill? Tipping fee, assessment fee, where do we go from here? Three hearings would have to be held. Should we decide to adjust the rates.

Commissioner Wesler – I think my only comments at this time Connie is a 44% increase is an considerable increase. It hasn't been adjusted in what 8 years now? The assessments have not been adjusted in 8 years?

Connie – Right

Commissioner Wesler – and back when I first became Commissioner that is what everyone one was wanting for the landfill to be run today with the flow control issue and stuff like that, exactly how it is.

Connie – Correct.

Commissioner Wesler – Since then some of the months have been down on the trash and you know trash is a revenue down there. It drives everything and because of recycling and because of the economy, stuff like that. The trash flow and revenue is down. Even though some of the costs are fixed, some of the EPA costs and stuff like that. So if I recall, way back when there was a large committee put together and I think Jane Marshall was the one that was running it along with Eric White was very vocal, Mary Bullen was of course vocal and that's the way they wanted the landfill run. I remember we said it's going to be expensive and they said  we don't care, we want Preble County's trash for Preble County residents and to remain in our own landfill. Of course, we got the longevity of the landfill that a lot of other counties and a lot of other cities do not have that luxury. So I am still looking at because like I said, 44% on the assessment is a tough pill to swallow. But it was a group of those residents and a large committee that recommended the landfill be run the way it is today. So obviously they must know expenses go up and ahh costs go up so. That is what I am looking at.

Commissioner Day – The decision as you said was made back then to keep the landfill running.

Connie – For Preble County.

Commissioner Day – For Preble County.

Connie – Right.

Commissioner Day – So unfortunately I think I think that ahh we probably are not going to have a lot of options. Because as Steve said the other day — cash flow issue in the near future. Poor audio volume issue as Commissioner Day is not speaking loud enough.

Connie – Right.

Commissioner Day – So we need to probably take action on that quickly.

Commissioner Stonecash – I agree, I don't think we have a lot of options. You think you will be ready next week?

Commissioner Day – I've got some additional stuff I want to look at. But yeah it needs to be dealt with quickly.

Connie – I can get all the necessary paper work together. Make sure all of the numbers are what we need to be discussing and correct. I can get all of that together and place it before the board for your consideration. For review review for next week. I am still holding the assessments from the recycling department ahh because we will hold the meetings, three of them is September and then place those rates on that resolution. Should we decide doing this. If we don't I'll just give you the resolution — the numbers that Tish provided.

Commissioner Wesler – And that assessment would come through on the first of 2012.

Connie – Exactly.

Commissioner Wesler – Well you gather the paper work needed and ahh we will proceed forward at least with the hearings.
