First off the good news – Goose Creek Crossing was finely removed from the Preble County website. I was going to complain about it one more time but the links to the pages were gone. I hope it stays that way.

File 2 had the Commissioners approving $2,380 to pay for the manure removal at the 2012 Preble County Fair.

File 5 & File 7 The brown field grant referred to in these files highlight a recurring problem with the continued employment of Shawnda Combs and the issue of flash over substance.  At issue was a U.S. EPA grant application that had to be in the mail by 3:00. There is nothing wrong with going after a grant to clean up brown fields.

According to Kim Keller, the document mentioned three primary areas to be targeted: The I-70 U.S. 40 & 127 area (no longer referred to as Goose Creek), the state line area and Camden.  In addition to Shawnda’s usual spelling and grammar issues, Kim mentioned that there were no letters of support from the designated areas. Dave Wesler claimed it was possible they had been contacted but had not responded.  Well Dave, it took me less than half an hour to contact and get replies from elected officials in Camden and New Paris – they had not heard from Shawnda Combs.  Instead of contacting the primary areas to be targeted,  Shawnda got letters of support from the Historical Society, the Park District, Sinclair Community College, LAPC and EMA, the library, the Development Partnership, BUSTR and EPA, Soil & Water, Chamber of Commerce, the Health District, the Farm Bureau and the OSU Extension office (same building as Shawnda’s office) and Land Use Management.

Both New Paris and Camden have their own Chamber of Commerce.  Odds are Ms. Combs is referring to the Preble Chamber which is the old Eaton Chamber.  It seems to me that the possibility of getting a grant like this would be higher if it included letters of support from the areas referred to in the grant.  Shawnda has been employed for two years now and this Commission and the Preble County Development Partnership should carry some of the responsibility that issues like this continue. At a minimum, someone needs to show her how to use spell checker and a student could probably be hired to teach her grammar usage. Until then, it will require another employee to review what is not being done right the first time

Kim Keller updates grant that she has been working own with Shawnda Combs (discussed earlier).

Kim – ..working on it as much as critquing ahh grammar and so forth. She still has some areas that have problems with grammar the biggest thing I see here and I have pointed it out to her is she goes from talking about three areas. You know which would be the I-70 U.S. 40 – 127 area, the Stateline area, the Camden spot and then for some reason they drug in the part about the Interstate 70 / U.S. 40 corridor which is what we named the focus of our assessment grant application the last time that we did this. Shawnda did not know the Sparks clan up had been completed (Rt. 40).

All of her letters of support even are from agencies "who are going to provide her in-kind support by letting us use their facilities for meetings all though they even talk about having one big meeting. But everybody is going to let us use their rooms for meetings and post stuff on their websites. And I don't see anything here from like if we are going to work down in Camden you would think that the village of Camden would be more than happy to give you a letter of support. Wouldn't you?  Kim your point is valid but what is never covered by this incompetent county commission after two years after Shawnda Combs was hired is the flash over substance.  They bring in New Paris when they are talking about the State line and how their you know heavily affected by that area but

Commissioner Wesler – That should have been done weeks ago because they only meet so often. This is true and since I post videos of New Paris Council meetings the public can clearly see that Shawnda Combs has been a no show. I know her name has not been on my copies of the agendas.  

54 Minute mark   And even the 70 – 40 you know 127 thing you probably could have gotten something from Eldorado or West Manchester or even Lewisburg. You know in support of that. On top of that I don't see a letter from BUSTR, she is supposed to have a letter of support from the state. Either BUSTR or the EPA and that's not part of the letters she's sent over either. So I am going to hope that she has that. Doesn't mean she does but I am going to hope she does there it is OEPA so I probably just haven't ???yet.

Connie – So she does have it?

Kim – Yeah.
