Fair board Hay Auction Called into Question – Partnership Need to Be More Open to the Public –

Public comments have Greg Smith in to voice his concern over the bidding process used by the Preble County Fair Board in the awarding of the hay contract at the Fairgrounds. I attended that meeting and recall being cut off on discussion of the seven month delay in moving forward on the Bullen offer cover previously. You can watch the video at this link. Greg also mentioned an issue on fairground maintenance and staff cut backs that lend weight to the acceptance of the Bullen offer.

File 4 is the JFS & Children SVS monthly meeting update. My view is the JFS staff is doing a great job under challenging circumstances. The issue of concern was Bob Stonecash again choosing to criticize the citizens of Preble County whom he feels are not educated on issues or more accurately disagree with his views.  Bob and I agree that a partnership between private enterprise, government and educational facilities can be tremendous. Where we disagree is the level of openness needed to make it work. I’ll venture a guess that after two years many Preble County citizens would not know what the Partnership is, does and even I can’t tell you when they meet.  It is the Partnership’s fault, it is the Commissions fault and it is Bob’s fault. Both the commission and the Partnership lack the openness to the public that would enable people to have a better understanding of what is going on. Both the Preble County Commission and Preble County Development Partnership should make videos of their meetings available on the internet where a time challenged public can view them and learn at a time of their choosing. If neither becomes more open then they both can be defined by others.  Bob was defeated in the spring primary and Chris Day got by with 35% of the vote. There is an element of disconnect from the Preble County voter that still is not grasped by this commission.

File 6 has Shawnda Combs economic development update. As an update I guess this one was upbeat with not much of substance to point to then the claim of more people in more areas being aware of Preble County. That is indeed part of the battle and a good thing.  For me this meeting was tainted by Bob and more questions of working hard on PR for the Partnership. Bob again took another swipe at people not knowing. Again, I disagree and blame the commission and the Partnership for the predicament Bob feels that both are in and I believe it could get worse unless both become more open. Chris Day offered his view that a small group of named naysayers have spent their nights pecking away on the computer and maybe “we” (the commission or Partnership) need to hire somebody to promote what we (the commission or Partnership) are doing.  Again with the grow government attitude that hiring just one more person to do what many have yet to be able to articulate in a believable manner. Maybe it is the commission currently employed or those of the Partnership and not the need for another government employee. 

A good bit of Shawnda’s meeting was spent with discussion of the May 17, 2012 meeting on economic development that was held. Shawnda mentioned that she had asked that those in attendance share the info with others that did not attend.  On May 7, 2012 at 7:43 a.m. I sent out an email to Connie Crowell, Shawnda Combs, Matt Appenzeller and David Wesler that read:

If this event is as important as claimed (and it could be), it should be recorded and put on YouTube to expand the possibility that more local officials can view it and refer to it in the future. It seems short sighted to go to the time and expenses involved with holding this type of event and then allow the information to all vanish with the attendees walking out the door. If Preble County is going to hold an ED event to bring people up to date then let’s be up to date, record the meeting and put it on the web.

I appreciate your comments, I have often expressed my view that commission meetings should be available on video and that has not gone anywhere.

A video on YouTube would make it available in an efficient and effective manner.  There will undoubtedly be those who would benefit from the knowledge offered but cannot attend for whatever reason. It would be available for viewing and future reference at a time and place of the viewer's choosing. 

It would also have the benefit of being of origin in Preble County and could be used throughout the state.

The ability for repeated review should help with any sense of overwhelming.  Making this meeting available to everyone via the web would address all of the above.

The topic of educating the public has come up on the audio record of this commission in the past as well as negative comments on the review.  Not having the meeting available for review would leave this meeting open to the interpretation of multiple people.

As for getting the information out to everyone in the most efficient and effective manner then we need to do so.  The more we inform, the more collaboration we get and we are doing our due diligence as public servants. 

If the program is well put together whereby it is easily understood that is the outcome that I want to see.  This is going to be a lot of information which sometimes can be a little overwhelming.

Connie is the only one that answered; we exchanged emails and despite bringing the issue up ten days in advance there is no video of this meeting. Bob, you need to get your act together or at least pay attention to some of those that peck away on the computer out of concern for the county at 7:43 in the morning.

Shawnda mentioned having the May 17, presentation documents available on her website.  I did not see them, my offer is that if she emails them to me, I will make a video of the documents and put them on the CFPCTV youtube channel. It might require pecking away on the computer at night but if the county and the Partnership can’t do it I will volunteer.

Greg Smith worked at the Preble County Fairgrounds until last week. Greg put in a high bid for hay harvest at fairground.  Greg mentions having watched a video on the citizensforpreblecounty website 🙂.  I remember this because my discussion on acceptance of the Mary Bullen offer was cut off because it was 7:30 and time for the "Bid openings". Scroll over to the 25.45 minute mark for the bid openings or 35.45 minute mark for hay harvest. $1,100 from Greg Smith $1,001 was other bid. About the 37.1 minute mark a question on conflict of interest came up.

Greg also raises an issue on fairground maintenance and staff cutbacks. This goes to some of the reason for acceptance of the Bullen offer.

There is not enough credit or publicity given to that these people that don't know but choose to criticize about what's going on. Preble County has a tremendous amount of effort going on that the rest of the state recognizes as we're leading the way. And I think that is fantastic. The Partnership of private enterprise and government and educational facilities is tremendous. And somehow we got to recognize that. Well Bob, the Partnership and the county commissioners (you) both could make videos of their meetings available on the internet. It is total BS to attack people/citizens for not being educated on issues or lack of publicity when both the commission and the Partnership could be more open with the public. Both find themselves in a situation of their own choosing. You have brought up an issue you and the commission is ill equipped to debate over and even less likely to win. I have repeatedly made an issue of lack of video for commission meetings to engage the public. You still hide behind feeble attempts to blame anyone but a commission that should be replaced for its ignorance of the ability and the need for more openness. When people hear you writing on paper and then asking if the other commissioners "can read it" you not only lose the argument but any ability to be taken serious.

It is my recommendation that this ED office gets its house in order and makes events like this available to everyone on the internet.

Shawnda – That is going on. We are on Twitter we are on those things and I understand what you are saying. Where we need to eventually need to be. We do a lot of marketing outside but there needs to be a local. That is structured totally different than what we do on the other side. The Communications Committee is in charge of that for the Partnership. They are working on building the PR team for lack of a better word to determine what goes out when – newsletters blah blah blah it is in the process.

Chris Day – We need to being a better job and we need to be doing it now. I agree the effort has been laughable to this point. I think at least part of it has to do with some of the efforts put forth by this commission being indefensible. Things like the Leachate line decision, Goose Creek and more…. you can't sprinkle powdered sugar on a turd and expect to sell it as a cream puff.

Shawnda – I am sure the communications committee will take any suggestions that you have on how to do that.

Documents from May 17 will be on the website and can be downloaded for anyone that wants to review them. That is a good idea but here is the problem; there is so much information on that website that people give up looking. I would have taken the time to post it as a video and still would but I just went through several pages and maybe it was right in front of me but I did not see it.
