County Researching Accepting Credit Card Payments – Soil Valuations Rising – Goose Creek and Selling The Farm

This meeting had Katie Worthington in chambers to explain the need for a resolution to enable courts and departments to accept credit cards. This would enable citizens to pay court costs, fines and more on credit and debit cards. The discussion today was over who would handle it the County Commission office or the County Treasurer.  Also being considered is whether to charge a “convenience” or surcharge to cover the fees charged by credit card companies.  Chris Day explained how it is done in West Alexandria.  There is to be consultation with other county treasurers to see how they handle it.

Preble County Auditor Mindy Robbins was in for the General Fund financial update.  So far it appears more people are paying first and second half property tax bills at the same time.  Soil values are increasing and at the state level ways are being looked at to modify the way they are calculate in an effort to have the rise level off.

At the Recycling monthly meeting Tish Plaugher reported she will meet with New Paris Council on April 5. She had talked with New Paris Mayor Neil Hoffman who informed her that it would cost $60,000 for a curbside recycling plan in the Village or about $2.95 per household per month.  New Paris no longer has recycling bins because of misuse by some residents using them for trash.

The Commissioners approved a $3000 agreement ($1,500 x 2) for an Internet service agreement with TimeWarner to serve the Court of Common Pleas and the Clerk of Courts offices. This follows the recent installation of a Barracuda web filter to limit access to among other things PORN web sites.  I spoke with Connie Crowell on Friday about a list of web sites banned by the commissioners and at that point they had not added any to those that were put there by the installing company. This means that the reason citizens of Preble County have been reporting seeing county workers on Facebook during work hours is because that site has not been banned. IT SHOULD BE.

Preble County Commission President Robert Stonecash updated on the DP&L situation with SILFEX.  He reported that having talked with Craig Springmier who manages a farm that DP&L had planned to cross. The farmer who Bob reported as independently wealthy is rumored to be against it crossing his farm.

On the Goose Creek front it appears that the Commissioners will be looking at raising money by selling the Oliver Farm to raise funds.  Connie informed them that it would have to be done by sealed bids or auction. Chris Day asked about in-kind transfers being an option. This led to multiple time of Chris Day saying we can talk about it without explaining on the record.   This type of repeated mention of talking about it without doing so is what causes howls of sunshine law. 

The cost of the next year’s election cycle was discussed. Included in the projected cost of the spring primary and the fall general election was also both February and August special elections if needed by schools.

No decision was made at this meeting on needed funding for Soil & Water despite more discussion.

The meeting closed with wishes for a happy birthday to Chris Day who turned 48 years old.

Resolution has to be passed that names all county departments and officials that may accept the credit cards as well as a list of all expenses those credit cards may be used as payment for.

Mindy – Well in some of the areas and keep in mind that for instance right now —- in some of their areas they've had slight increases but obviously for the better part of the entire county they've had some decreases. (Could not make out the name of the county as someone was coughing)     As I've said before voted levies will not be as affective by the decrease in valuations, however General Funds will. And so what I am saying is that our overall valuations goes down for the county that will be affecting not only the county's general fund but as well the others as well….. and we're at a 10 mill… with every single one of our districts. So there’s not going to be any room to either increase our current millage for General Fund or anyone of the other townships or villages being able to do so.

36  minute mark     Mindy – I have understood that actually Warren County is looking at increasing their inside millage, they have that available to them and that will help their particular ones. As far as throughout the state the others their… their indicating their pretty much the same throughout the state. As we experienced in the last years, values were increasing were soil values, those that are affected by it this year saw an even greater increase than what we did. Will be using those values not only this year but as well next year. But I do expect at least at this point in time those soil values are going to continue to increase. Now I'm part of Ag — committee… they have been following very closely with the department of taxation trying to get them to modify the way in which those values are calculated for the soil values so I am hopeful that we can get those at least evened off. Ahm you know at one point in time it was where they were going down so low that we looking at the possibility of seeing the CAUV program done away with. Now it is starting to go that other direction that they can't seem to stop.

So after speaking to him, they are looking at the possibility of actually doing it themselves, using their men. Basically the same way that Lewisburg does. So when I go in April that is what we are going to discuss, the possibility of their men doing it in their village. Quail grass is a concern, the guy that owns the land is independently wealthy and he is pretty much against it. They might consider going down Consolidated Rd. which is just a mile to the south. They (DP&L) don’t really want to go down 732 but they will. When the economy begins to improve there is a chance that both SILFEX and Neaton will want to expand so this is an important issue.

So ahhh you know if their gonna ahhh if we give them money and they’re going to close the doors anyway. We're gonna be stuck with it anyway. I guess, I need to know what they are gonna do. The other side of that is if we give them money and they run the balance out to zero we're still on the hook for $26,000 at the end of the year if they shut the doors in December. You know and ahh there still seems to be quite a bit of uncertainty at the State on what their gonna do with that program.

Bob – Well we gotta have correct answers, is what you're saying. They’re not giving us the same answer twice.

Chris –  I'm a little confused by the answers we got from the guy sitting in here the other day.
