The meeting opens with what should be further evidence of the value of having Kim Keller as a county employee. Preble County has applied for and received a seventh neighborhood revitalization grant for West Manchester. File 1 has a photo-op and ideally Kim should be somewhere to the center of the photo but we will have to wait until the next Register Herald comes out to find out. If she is off to the side then this photo-op is more about a commissioner seeking re-election. I am hoping to see Kim front and center.
File 2 provides further evidence of the high cost of owning property in a county sewer district. Under Financial Considerations both Sewer District 2 & 3 will have delinquent sewer bills added to their property owners’ taxes. In the past that number has been put at over half of those in the West Elkton distict. Some of you are going to be thinking; “What about a Sewer District 1?” Sewer District 1 was Lakengren and for all intents and purposes everybody that pays a landfill assessment on their property taxes is subsidizing that community’s sewer system. The leachate scandal of the previous commission had a leachat line that should have gone down Rt. 127 to Camden built instead to Lakengren. This should concern you because the Camden route would have added infrastructure to an area with railroad and highway frontage and positively impacted the ability of Preble County to attract investment in industry and jobs. The Lakengren route does not offer that but does have more voters. The decision was short sighted.
File 5 is a discussion on the Preble County landfill. The first file is about possibilities on how to decrease the expense to Preble County taxpayers. Preble County taxpayers have the most expensive landfill in the state. We pay $1.9 million in assessments and another $1.7 million in tipping fees. Essentially you are being screwed twice for the same trash. Tonnage is down and as long as it keeps falling you will face the prospect of paying even more. There is mention here of doing away with “Flow Control” to bring in out of county trash as a means of stabilizing the hemorrhaging of your tax dollars. My view is you are being hood winked if you buy into the Flow Control was instituted to stop out of county trash from coming to Preble County. Flow Control was instituted to lock you and trash companies into having to use the Preble County landfill not the other way around. Trash haulers stopped using Preble County some ten years ago because of the exorbitant expense. Flow Control was instituted to legally force Preble County trash to stay in Preble County. This audio file shows that even today some 200 tons a day of out of county trash is hauled right by Preble County landfill on its way south to Cincinnati because it is cheaper than using the Preble County landfill.
I suspect that what will raise a red flag here though is the prospect of using all the current land at the landfill for a full foot print. This would essentially be the mega landfill that was opposed a decade ago. We need more trash to stabilize or lower the expense but there needs to be a solution far from that. As currently projected there is somewhere over 60 years life expectancy at the landfill at current usage rate. Using the full area and air space would put that at an estimated 565 years at the current fill rate.
File 6 is the ongoing discussion on the building of new facilities at the landfill. This is what to build, how much to build, where to put it as well as expense. My understanding here is that the variable is House Bill 592 which could find the Preble Landfill being absorbed into another much larger solid waste district with Preble County taxpayers stuck with a bill for buildings and improvements other areas will be using but may not be paying the bill for.
