Cash Balance on August 19, 2011 – $3,296,697.06 – Quite possibly an all time high.

Sales tax up almost $87,000 over estimate.

Charges for services to date have come in at $188,874 just shy of the estimate

LGF $44,362.85 just slightly under 2010 but in range of estimate.

Interest is down.

Salaries, Medicare and PERS $35,000 less than estimate.

Commissioner Stonecash – Talking about the sales tax; on my trip you wouldn't have ever have thought there was a recession. There was a lot of money spent and everywhere that I meant crowds were big. Everywhere the dollars were flowing.  Commissioner Stonecash was on a cruise to Canada last week.

Commissioner Day – With that being said how do we handle that?

Commissioner Wesler – Once again, as I recall, when we asked them, would they want that property out there to to have their Health Department, for numerous reasons. I just don't think we thought it was our intent to have to maintain a larger facility, a costlier facility than what we were maintaining right across the street here. That housed other agencies inside it. And I believe, I'll go back to saying I recall that we we combined three or four, three others didn't we? ….. 1 hr. 10.5 Minute mark   Commissioner Stonecash – I just have one subject that I promised I would bring up earlier in the year and I am going to bring it up today since we have a final settlement. That's raises for employees of the county. It's been what almost three years. They've had increased expenses such as insurance and other cost of living issues. I would like to see what you guys thought in passing on a 2.5% – 3% raise to our employees.

Commissioner Wesler – Are you talking next year? Starting next year? Next year is an election year and both Commissioner Stonecash and Commissioner Day if they choose to would be up for re-election.

Commissioner Stonecash – No I am talking about starting the next week or two.  

Commissioner Wesler – I was probably thinking ahh to review at budget time and see where we are at during the budget. I mean don't get me wrong everybody would like to have a pay increase. A lot of the public and private sector have not had pay increases in the last few years and ahh I understand the moral issue. But

Commissioner Stonecash – Their deserving of it. Our employees are not high paid people. For the most part, there are some make a pretty nice wage. Some make a pretty lousy wage. Budget time is coming pretty quick. I guess I don't have an objection to waiting until then. I would rather see it happen now. The Sheriff's Department or the FOP has been recipients of nice raises for the last three years. We have improved our financial situation, we made the necessary cuts and personnel and expenses so. I think it is appropriate at this time.

Commissioner Wesler – I don't disagree with you on a lot of what you are saying but ahh with the unexpected ahh what may come out of Children's Services this next year. I was just trying to wait latter in the year to see what their projections might be. Cause any shortfalls there you know we have to pick-up.

Commissioner Stonecash – Sure

Commissioner Wesler – Ahhm I guess the only thing as far as some make lousy wages, I think with some make less than others because of the skill set.

Commissioner Stonecash – True

Commissioner Wesler – And what they what their expertise is and what their education is. And ahhmm so I would just say that you know they have a great benefits package. And ahh you know we do have a pay scale and they are brought in under a pay scale. That pay scale is indicative of the other counties our size around the state of Ohio so I think we are right in about the middle of to maybe a little bit less than the middle of some of those pay ranges. So even though lousy I mean it is not lousy compared to many

Commissioner Stonecash – Take whatever terminology you like.

Commissioner Wesler – Yeah.

Commissioner Stonecash – I am not going to get into a discussion on terminology. Less than desirable wage. Whatever you want to call it.

Commissioner Wesler – Could be better.

Commissioner Stonecash – Could be better. I think our people do an excellent job.

Commissioner Wesler – We have always said that.

Commissioner Stonecash – And I haven't ahhh researched what that ahh would cost. Which we need to do. But I still stand by the fact that the employees do and some of the departments have received raises through one form or another. Either by title, job titles or audits to see where such as Chris (Clerk of Courts Chris Day) did with his people. So I don't know how you balance that out as to who gets it and who doesn't. Or whether it is across the board. But I still say it is time we did something.

Commissioner DayChris's wife works for the county in Chris Washington's office. As stated, he is up for re-election next year.  I think ahh I don't disagree I think we need to look at what it would cost and the the the cost overall and there is you know several things that play into that so I think we need to start researching that. I don't disagree and I am on the same page I think with the employees. It's been what two and a half years? Since they have had an increase. Ahhm but I think we need to do the research so we know what it is going to cost us.  And and at this point in time I wouldn't have a clue as to what a 1% increase would cost us.

Commissioner Stonecash – Yeah we just can't just do it. Bob, these were your words at the start of this conversation "I would like to see what you guys thought in passing on a 2.5% – 3% raise to our employees." Followed by "No I am talking about starting the next week or two."but we need to know what the figure is going to be.

Commissioner Day – So I think we need to start gathering that data.

Commissioner Stonecash – Yeah and whether or not we can got a 50% increase. Maybe that is not relevant, I don't know.

Commissioner Wesler – Yeah I don't think anything is going to happen there. I mean if they go an increase before it will be court ordered or whatever to too give equally what we ahh can afford latter. So

Commissioner Day – I think we just need to do some home work here. Get some facts and figures and we can have a discussion on it.

Commissioner Stonecash – Good.

Commissioner Wesler – Ok

Commissioner Stonecash – I am all for that.

Connie – Ok.

Commissioner Day – Did you say 10%?

Commissioner Wesler – That is what I said. 12%.

Commissioner Day – 12%?

Commissioner Wesler – 10% 10 or 12.

Connie – For all the employees in the General Fund? All.

Commissioner Wesler – Well Connie, if we can afford it at the end of the year. If we see that we want to give a one two or three or two and a half or whatever. I would say that if we exclude any of those it will ahh we'll just be court ordered or whatever. And I am trusting you are talking non-union.

Commissioner Stonecash – Right

Commissioner Wesler – Because they have a binding agreement.

Connie – All General Fund,  non-union employees?

Commissioner Day – Correct

Commissioner Stonecash – Right

Commissioner Stonecash – Union employees received raises when the rest of them didn't.

Commissioner Wesler – Is there anything else Bob?

Commissioner Stonecash – No, I think that is all I have on my mind at this time. I would like to take another trip.

Commissioner Day – You come back from vacation and all you can think about is spending money.

Commissioner Stonecash – That's right. I thought I was pretty conservative on vacation.

Commissioner Day – Oh really?

Commissioner Stonecash – Yeah
