Goose Creek Vote Put Off as Robbins Cautions – Larry Frimmerman – Ag Society –

I’ll cut to the chase and say the Commissioners did not vote to move ahead with funding of Goose Creek at this meeting.  Due to time constraints I could not transcribe the whole Budget Commission meeting. 

It is my opinion that the Commissioners will vote to obligate county taxpayer money, if not Monday then very soon.  There is a feeling by Marty Votel that doing nothing is a guarantee of failure. There is also the comment of Chris Day that he has received nothing but positive feedback.  

 Mindy Robbins is the apparent voice of caution on this issue.  I posted some comments that are highlighted in green.

To put it bluntly one more time; if you have issue with the way the Preble County Commissioners are proposing to fund this you had better take the time to make your voice heard because the Goose Creek Express is about to take off and the ride will not be free of taxpayer money.

To be fair and since I have received no recent emails for the “Commission Views” section, these guys believe, at least would like us to believe this is the way for the county to increase revenues and create jobs. Yes, if you are wondering “increase revenues” came before jobs.

PREBLE COUNTY BUDGET COMMISSION – GOOSE CREEK CROSSING

3 hr.  41 Minute mark   Steve Simmons – First improvements that we need to be made would be at the intersection of Orphans Rd. and Rt. 127. If memory serves me right that is about $800,000 to do that. I could stand to be corrected because I'm trying to remember here.

…The next phase I would say to be some of the road way improvements within Goose Creek. Also taking a look at Maplewood Drive, improvements for that and I would consider that as phase 2. I don't know where those dollars would be coming from, we got to address that issue.

Then Phase 3 according to the traffic planning that was developed by Kleingers and ODOT gave preliminary approval to. They were looking at ramp improvement to be able handle increased traffic coming off of the 127 intersection to be able to get down to the Goose Creek.

Is that how you see it Chris? The Phase 1 improvements would need to come pretty quick. As Chris mentioned down here, what Shwnda needs to market is a job ready site and this is one of the criteria for a job ready site. When people come and look for places to develop and such they want to see if it meets the criteria of a job ready site. You know if you are in California or Colorado and looking at Preble County's website, if you don't see something as Job Ready Site certified you go to the next county or the next website. The goal to this and correct me if I am wrong is to make this a Job Ready Site so that it can be put on the Internet as being a certified Job Ready Site that meets certain base line criteria and then that is when people will really start getting serious. Is that the way you see that?

Commissioner Day – mmhh yeah. Thanks Steve I didn't mean to put you on the spot….. a lot of the funding we don't know where it's coming from up front, it's a work in progress…. but we need that Job Ready Site application which that money will start working on that portion of it. The Job Ready Site that we went for last year and we were unsuccessful, we're going to move forward with it this year and those monies will be used for this first phase of that. Which would help get this classified as a Job Ready.

Marty Votel – When is that application due?

Commissioner Day – I believe April or May and they haven't set a date yet.

Marty Votel – Is there going to be anything about our reapplication that is going to distinguish it from the first application that was unsuccessful?

Commissioner Day – Weee that's the decision this body has to make. We need to move forward, we need to get with Kleingers. After our last application we did an exit interview with them and went over, they came here, were very nice. Went over our presentation. the context of the application and defined our weaknesses. Us along with Kleingers were here. So we would need to get with Kleingers, sit down and go over those weaknesses and tweak our application and go back in. So we got a pretty good idea of what they are looking for ahh we would just have to go in and freshen it up.

Marty Votel – Do you have are you ever given any idea about the competition? How many applications are competing with yours?

The Commissioners are either forgetful or not being candid with County Prosecutor Marty Votel. The last round allowed for ten applicants and this next and final round will reduce that number to three applicants. That review was given on August 30, 2010 and is available for review. The Commissioners felt they were close. The impression I had was they were not and that the competition would be more intense for half the previous amount of money available in April. Listen to File 9 and  File 10 for the audio. Sheena Metzger and Jason DeWitt represented the state and Mr. Painter was there for Kleingers. Listen to files provided from the August 30 review. The amount of money is half what it was last time. This is the final round approved for funding by voters and that alone should increase the competition.

Commissioner Day – We won't know until it is submitted

Commissioner Wesler – There were seven last time, five got funded, two didn't. I think part of the question is are we in the pipeline if you will and I would assume that should get us somewhat close to the top.

Commissioner Day – And it always and they even made mention of this it always helps you if you have been applied more than once because you've refined your application and obviously you bring more to the table each time. So hopefully at this point in time we would have a fairly good application to submit with everything.

Marty Votel – Do we know if the amount of money that they are giving out is going to be the same or

Commissioner Day – It is still there at this at this point. Everything we have found to this point the monies are still there.

Commissioner Wesler – But not to the same as last one is it?

Commissioner Day – The total dollars? No. But they don't know, one or the other is where because; let me back up a second. They have a small which is $750,000 and a large which was $3,000,000. Three or five million. We went for the small application. They don't know the answer we got from ODOD is they didn't know whether they were going to put their emphasis on large projects or small projects. So that could change to some degree and we will have to just wait and see how that shakes out. We went for the lower one because the larger one took more acres, took more obviously it is the large job ready site. Ahh so that is what we need to work on, to get the road side of it started, initiated.

Steve Simmons – Yeah and we are looking at some different scenarios on to fund that. We are looking at the JRS, maybe some other ODOD pots that they have, some OWC funds and of course you always have got to have local.

Commissioner Day – And then the next part of it is obviously is the water and waste water infrastructure. Which we had Kleingers and they sub out to Frank Leone's company which is Environmental Services Inc. I believe.

Connie – Environmental Engineering Services.

Commissioner Day – Yes and they took care of the water and waste water side. And they've ahh I gave you two two documents the one is kind of my synopsis of what where where we're at. The other one is a time line from Frank Leone of if we would start, how things would progress if we took a very aggressive approach. Ok?

Marty Votel – mmhh (affirmative)

Commissioner Day – Ahh you know we have identified what we need. We have acquired through OPWC or OWDA Ohio Water Development Authority. Ahh planning loans which would do the planning for the water and waste water side

Steve Simmons – Would that do all of it Chris?

Commissioner Day – All of the planning.

Steve Simmons – For water and waste water?

Commissioner Day – mmhh (affirmative) Ahh

Mindy Robbins – You've got it indicated on here a pay back over 20 years. Is the $36,000, when is that first have to get paid?

Commissioner Day – That would start, we have planning loans and typically the way the planning loans is you have two years to get your planning done, you can go up to two years. At that point you get your construction loan to start construction, ok? Once you get the construction loan the planning loan will roll into the construction loan. You can go up to two years or the end of construction and usually they figure two years on construction max but it can be a little bit more. But after you have completed construction you can go up to twelve months before you have to start your first payment back. So to answer your question, that could date as much as five years out. It could be as soon as two years out if you had an aggressive approach. Actually three years out, I take that back, three years out. That's a very aggressive approach, where you have a year for engineering, a year for construction and then a year after that you can start your first payment.

Mindy Robbins –  Ok

Steve Simmons – Is that a monthly payment or annual payment?

Commissioner Day – Bi-annual

Steve Simmons – Biannual. Is it January and July like OPWC? Or it just depends?

Commissioner Day – I no. It depends on the date.

Steve Simmons – Ok

Commissioner Day – There's depends on the date that you close the project out. That starts the timeline so it may not be it could be where you know if we quit or if we finished in June, it could be the following June.

Steve Simmons – The following June? But it is like a year after you close it out?

Commissioner Day – Yes

Steve Simmons – Ok

Commissioner Day – And there are some variables in there depending on how the project goes and the very end close out. Because ahhh if the bulk of the project is closed out that is when it starts. If there is just a few things hanging out there that you can't do until they won't stop they won't close the project out. But for the bulk of for purposes of discussion here, when you start the plan up you would be that would be that would be the close out of your project.

Mindy Robbins – Am I getting this from you getting it clear then is that if it is closed out this year then the soonest that we would be looking at some kind of a payment would be in 2013 as far as it's soonest but it could be as far out as 2015 or 2016?

Commissioner Day – If it closes out at the end of this year correct.

Mindy Robbins – Am I hearing you correctly? Ok.

Steve Simmons – What is the current interest rate on that?

Commissioner Day – I use 4.6%. Ahh when I called it was 4.5 it had been 4.6 ahhh for the past probably 7-8 years it's been 4 – 4.5. They have been fairly consistent. Ahh so I just used 4.6 to be a little on the high side in these figures. And I and these numbers that I ran here are very basic amortisation, I didn't get in to a lot of details on it. I am just using this to give an idea so. The numbers that I projected on the pay back are very preliminary. I just took what we used we may not use that entire amount; we may use more if we run into problems. I mean there is always that option but so keep in mind these are preliminary numbers kind of like our OPWC if you don't use all the money you don't pay all of it back. So does that kind of answer your questions on timelines Mindy?

Mindy Robbins – Ahh not fully but you're on a roll.

Commissioner Day – And I'll be more than happy I want to make sure everybody understands because it's a little more I mean it is complicated. I've been through this process several times so I understand it. I may not be explaining everything completely for you to understand. Ahh when so that takes care of the the planning portion now that would get us to the plants would be designed and ready to we'd have our PTI we'd have our ahh ahh permits to stat all of that. That would get us to that point. And like I said the timeline that Frank has got in there is a pretty aggressive approach but we all feel it is fairly doable. One of the reasons if we want to go with the aggressive approach is because it is a new facility, we are dealing with bare dirt, bare ground so we don't have a lot of unknowns out there as far as existing infrastructure that we have to tie into. That is where a lot of your unknowns come in. Ahh like Steve for instance he gets working on a road and finds out there's a gas line that they forgot to put on and this and that, it just slows things up and adds more cost. The next part of that is ahhm ahhm obviously we've got an option on the ground and the option was for the $471,750 and I projected a payback because there is the option of going back to OWDA and rolling this into the loan to purchase the property.

Steve Simmons – You know that could be a OWDA loan.

Commissioner Day – That could be done.

Steve Simmons – Ok.

Commissioner Day – So I want this in as at this point that's the option that we have the table is rolling that into the loan. Ahh then that also give you back and like I said these are very very general amortisation that I did. I didn't do a spread sheet I just did it on basic calculation. Ahhhm so that is where we would be on the payback per year on that. Ahh the the next stage part of that is you know we have had general conversations with Pilot and TA. They both have small package plants that they operate ahh they both expressed an interest that they would like to get out of the waster business and I am sure that is a mutual agreement with them and EPA. Ahh but until we get the next commitment it is hard to go and sit down at the table with them and say we're serious let's start talking numbers and see whether they are interested but we have no commitment to go further so they are just of waiting on are you serious or not.

Steve Simmons – The commitment you are talking about is from the Board?

Commissioner Day – Yes.

Steve Simmons – Ok.

Commissioner Day – We've got some general ideas ahhh but obviously there there large companies and they don't want to go into negotiation unless we really sit down and do something. So our next step if we commit to this would be sitting down in serious negotiations with them and getting some serious numbers from them and back and forth and obviously figure out where we come out. Why that is important is as soon as we would come on line and waste water especially we've got customers. You know we've got customers that are tiying into that. Ahh this goes a little bit deeper that that I can't get into right now. There is benefits to both entities and the county by doing a partnership here. That is something that we need to discuss in negotiations but ahh the key factor is that we would have customers and an income and a flow source which is beneficial because then what we also have then is that we have a plant that is working so no one can come in and say; You've got it but does it work? Ahh yeah it's functional, we're ready to go. So that is another part of this ahhh

Steve Simmons – The only thing can I mention about the plant a minute? It's going to be a modular plant, kind of like what is down in West Elkton so that it can start out at a certain size and then you can keep adding modules to it and expand it as the need arises.

Commissioner Wesler – I would feel a whole lot better if we knew upfront what TA and Pilot's what their commitment was going to be once we had our plant up and operating.  I know you are saying get it all done and then talk to them.

Commissioner Day – Well and I understand what you are saying but you know we have had talks with them and we've got to this point and their question is before they start giving data to us, are you very serious about this or not because some of this data until we can enter into some type of agreement is somewhat sensitive do to the environmental side of it. Ahh I can tell you they are kind of sensitive to letting some of that out, at this point.

Steve Simmons – Yeah plus it makes good business sense. Why would they want to enter in to negotiations if there is no real

Commissioner Wesler – But on the other hand we've had some figures down here that they are really wanting to play ball that hard after they know that we want them.
