SHEENA METZGER (JRS APPLICATION & SITE VISIT) GOOSE CREEK – Why it Was Turned Down

File 3 at the August 30, 2010 meeting was Preble County Auditor Mindy Robbins (General Financial Update).  As of August 27, 2010 the County had a cash balance of $2,506,863.75. For comparison of the relative financial condition last year, on August 28, 2009   the cash balance was $1,600,155.12.

File 5 Agreements & Contracts has the Landfill Leachate Force Main Engineering agreement with Choice One for the force main to Lakengren. While Camden faces a salt issue with drinking water this line moves forward.

File 7  I found this one of note not for the Travel Requests but what came after. This meeting date (August 30) was a deadline date for submission of questions to be asked for an upcoming interview. At the time of this exchange the only questions that had apparently been submitted came from a "JoAnn". This brought questions from Connie on how many to expect, Commissioner Wesler on the deadline being 4:00 and Commissioner Stonecash having to play school teacher to remind the participants to get their homework in. At one point Commissioner Stonecash commented “We'll get them as quickly as we can. If they choose not to get them in then we won't.”  I don’t want to be too hard on anyone because maybe the dog ate their homework but I mean come on this is one of the first collaborative efforts and they need reminded?

File 8 has Commissioner Stonecash announcing Commissioner Day was appointed to the CORSA board.

File 9 has an informative review of the rejected JRS application for funding at Goose Creek. It is worth a listen for those wanting to know how close or far the site is from funding.  My view after listening to this meeting is different than what I think the Commissioners came out with. It sounded to me like they felt all the Goose Creek Commerce application needs is more polish. I was left with the feeling that it has little chance. You listen and you decide. It would be interesting to see how Preble County would have done if it could just find a site with highway and rail…..

The next round for JRS is April of 2011 and is expected to have about $15 million available for projects, this total is half what this round had. There currently is no funding available beyond that round unless the program is put back before Ohio voters and passed. The next round will also be reduced to three. There were originally 10 applicants in the Low Intensity Site Development round. Goose Creek finished 7th, the three below Preble were withdrawn.  Also of interest is that Preble County Commissioners regularly bring up an old Miami University MOU pertaining to some possible interest at some future date at Goose Creek. A review of the awarded grants for High Intensity Site Development shows that the number one ranked project in that category was the Miami Heritage Technology Park. The applicant is listed as Oxford Community Improvement Corporation in Oxford, Ohio and they received $3,500,000. I’ll leave it to readers to decide the validity of any current Preble Commission claims of interest from Miami University.  Let me put it this way; if you were building a research facility and employing talented individuals would you locate it in an area with the high truck traffic at Exit 10?

41  minute mark     Commissioner Stonecash – Friday CORSA (County Risk Sharing Authority) meeting in Columbus. Four new Board members were voted in, Mr. Day being one of those. This gives Preble County membership on the Board.

42  minute mark     Commissioner Day – One of the big areas of concern is the rising cost of Law Enforcement. So we need to do ahh they offer some training and things but we need to try to make sure that our Sheriff's office is taking advantage of all the training and things that is offered by CORSA.

42.75  minute mark     Commissioner Stonecash – I have just one thing I want to talk about real quick. Tomorrow night at 4:00 is the PDP (Preble County Development Partnership) meeting.  Are you able to go?

10:00 A.M. – SHEENA METZGER (JRS APPLICATION & SITE VISIT) GOOSE CREEK

44.25  minute mark     Jason DeWitt also in Chamber.

45.75 minute mark      Meeting started but waiting on Mr. Painter from Kleingers

Decision to wait until he gets there.

46.75 minute mark      Sheena informs Commissioners that the Rep for their area is Kevin Carver (see January 5, 2010 meeting)

48.25 minute mark      Commissioner Wesler – Asks Sheena how long she has been with agency. She has been with the department for 5 years and JRS for a little over 3 years now.

49.50 minute mark      Commissioner Wesler – asks if she came by the site. (she used GPS and had)

50.25  minute mark      Jason has been with JRS just a little over a year. Had been an Intern until completing Law school.

SMALL TALK WHILE WAITING FOR Mr. Painter.

51.5 minute mark      Next round in April of 2011 and expecting to have about $15 million or about half of this round. As the program is set up that will be the final funding round of JRS unless it goes back to voters to be reapproved.

52.25  minute mark     Begins –  Background on this round, they received 44 applications, 3 formally withdrew after they did a completeness review on those. They reviewed and scored 41 applications.

52.50  minute mark     Explanation on who was involved and how site was scored. No one from geographic area would be involved to avoid conflict of interest.  They reviewed the site and came to a group consensus in June.

55.50  minute mark      How it was scored and how to improve application.

56.50  minute mark      Nothing confirmed on putting funding for JRS back on ballot.

57  minute mark      Mr. Painter from Kleingers comes in to room and apologizes for coming in late.

58  minute mark      Project scored a 96 from the review committee and was ranked 7th out of the low intensity.

58.3  minute mark      District priority ranking of "4"  these would be bonus points.

59  minute mark      There were three ranks – Acceptable – Preferable – Extraodinary.

The presentation received a "Preferable" ranking. Liked the marketing.

Negatives were at the time there was no land options on property.

Would also of liked to hear more on what green industries they would be marketing to.

1 hr.  minute mark      Pretty wide net for green industry and would like to see some idea of how it would be done.

Branding and marketing was a strong point on application.

Need for more focus on the targeted industries would have helped. Who in those industries are you specifically targeting?

1 hr.   2.5  minute mark      Section C on next page… need for financial assistance scored a preferable. At time of guide line release Preble had 11.5% unemployment.

Next page had economic impact and the site scored an "Acceptable" not located in an Appalachian distressed or WARN.

1 hr.   3.5  minute mark      Not a huge population in area or a lot of development occurring.

1 hr.   5  minute mark       Commissioner Day mentions population being impacted by GM closings. It might bump the application to "Preferable"

1 hr.   7 minute mark       Most of the review is done before the application.

1 hr.   8  minute mark       Section D  scored a "Preferable"

Unclear on where all the funding was coming from for some of the projects.

Land options were not executed at time of application. They were not executed by the time of the presentation. Funding recommendation had already been made when notification arrived on land purchase agreement.

1 hr.  10.25  minute mark on cd

26.14 minutes – 6 MB

File 10

1 hr.   11.25  minute mark       Have had problems with land options.

Section D  scored an "Acceptable"

Liked access to I-70.

1 hr.   12 minute mark    Had concern over sanitary building being the first thing people see when they come into Park. Additional narrative on how the utilities will be provided to the site.  Need to know where the funding is coming from would be helpful to future application. Discussion on mitigating an underground storage tank and homes in the area.

1 hr.   13 minute mark    More detrimental to not discuss those issues than to bring them out.

1 hr.   14 minute mark     It becomes an issue as to what is going on here?

1 hr.   15 minute mark     Section F  "Acceptable"  land options came into play. Street lighting, electric and telephone issue in budget. Want it in writing. Timeline for construction.

1 hr.   17  minute mark     Scope of work issue discussed.

1 hr.   17.5  minute mark     What happens if you don't get grants?

1 hr.   19 minute mark     Section G  "Preferable"

1 hr.   20 minute mark     Include a Master Plan.

1 hr.   21 minute mark     Tie to County and Region

1 hr.   22 minute mark     Section H additional attributes received 6 points because of  I-70. Need tied in with strategic plan. Regional support.

1 hr.   23 minute mark     Last section site categories received 15 points with commercial airport within 30 miles.

1 hr.   24 minute mark     Better narrative.

1 hr.   24.5  minute mark    Came in fourth for District and next round will only forward three instead of the six this time. Keep that in mind when moving forward.

1 hr.   26 minute mark    No other other grant application programs available and they are becoming harder to obtain with less and less funding. Next round of JRS just as competitive and less money available.

1 hr.   27 minute mark    Question on EDA Grant

1 hr.   27.5 minute mark    OWDA Grant received for just under $450,000

1 hr.   30  minute mark     No issues with acreage. More with targeted industry and who you were looking to attract.

Competitive application probably end of next June.
