This is the review and audio from the regular Preble County Commission meeting of July 28, 2010. There was an evening meeting  for Sewer District 2 that I will get up today or tomorrow.

The Cale Ditch issue from Monday July 26, that had a meeting member worry over a lawsuit was apparently solved by following ORC as mentioned in File 3 under Correspondence and Reports.

The Certificate of Title Office has had great luck using a collection agency that has brought in $200,000 in past due money. The office will also be returning $10,000 to the General Fund. This was money borrowed sometime ago and the office still owes the General Fund $19,735.75. A letter was noted from the office about the promotion of Diana Day to "full time". This passed with a 2 – 0 vote (Chris Day abstained) as Diana is Chris Day's wife.

The Health District reported that the needed money coming in for the year 2012 will not be enough to fund the department at current levels, the state will be further cutting funding next year. The request mentioned Monday, July 26, was made formal here for a 4/10 of a mill levy on the November ballot.

The meeting closes with Commission President Bob Stonecash assuring listeners that "honesty" was completely there in dealing with the Preble County Development Partnership. File 7A has those comments and the assurance "The fact that this Board and the Preble County Developmental Partnership is stepping forward to do something "POSITIVE" regardless of those who think not."

I'll add that I certainly hope so but stand by my comments made in a letter to the editor printed in the Register Herald in mid July. They will not have the needed money coming in, the taxes in the 10 mill limitation will not be sufficient for the year 2012. According to ORC 3709.29 to declare by necessity a renewal tax levy in excess of the 10 mill limitation in the amount of 3/10 of one mill and additional 1/10 of one mill for five years. Resolution to filed with the Board of Elections not later than the 75th day before the fall 2010 election. It needs to be 90 days. The 1/10 would be at the old rate.  Renewal for 3/10 + 1/10….

51  minute mark      Commissioner Stonecash " I just wanted to comment on the Preble County Development Partnership. Have a meeting tomorrow night that is a kick-off meeting a lot details and information will be provided to the public, as it should be at this time. Make a comment, there is a lot of good people involved it is good for the Preble County community to be stepping forward and has been very much in the open. Honesty has been completely there and it is a great effort of much of the private community and also the public sector. garbled.…the fact that this Board of Commissioners is really stepping forward in economic development as we have noted with Goose Creek and the way things are progressing up there. The Preble County community should be very pleased and proud the way things are progressing. The fact that this Board and the Preble County Developmental Partnership is stepping forward to do something POSITIVE regardless of those who think not.

Dave Wesler – Bob, I have that down from 4:00 – 6:00, I may be able to make the first part but I have plans for the Kiwanis and Boy Scouts coming to our house that night.
